Whatever makes them happy. You see, frustated people = dangerous people. Assuring as many people's happiness without disrupting society's smooth running on a day to day basis = best way to prevent desperate people (who feel powerless because of an overall lack of happiness) from furiously lashing out and bringing on a world of hurt.
Goes for broken famiies, poverty and any kind of discrimination. Just my opinion.
