Wouldn't they call it something less obviously devious? I mean, after all this planning...they must have contingencies in place in case the operation name was leaked (which, it supposedly was you say). Wu, the plan totally makes sense. Since the 70's and maybe even before, it was said there was talk of reducing the population of 'useless eaters'. Strange 'diseases' were said to appear. Some people were said to have died of these diseases. Wars happened where illegal substances were tested, etc.
Anyway, it seems those plans were not effectively bringing the population down fast enough. They seem to be desperate now.
The thing with war and disease and things are that it is very hard to manage and produce the intended results. Many things could happen to set it back.

Ive started prepareing emergency rations by storeing canned goods, I need to get to gether a good first aid kit, I dont have an arsenal yet but I got enough family and friends that do, so Im not too worried about that.
To think that things will always remain as stable as they are right now for most of us in the USA is quite foolish. All it would take is trucks not running food to the local grocery store and 99% of people are up a shit creek. Us country folk would have it slightly better than people in the city. But shit would still be rough.

all it takes is for the power grid to go out or like lotec said the groceries to stop. gas stations to run out of gas. it doesn't take much for people who depend solely on technology/others for survival, to panic/die in times of strife.
imagine if the lights went out in your city for 5 days.
it may cost you about $100 per person to be prepared but you can do this over time.
whats $100 for peace of mind and insurance on survival?
