the homeless pop. in America is pretty diverse.
many substance abusers and mentally ill, but also many runaways, children, women etc. for whom life took a wrong turn somewhere.
regardless, imagine the struggle of trying to get a job once you've lived on the dirty streets for a week, no shower, malnutrioned, no address, money or car etc.

aside from skid row there are many succesfull shelters and voc rehab programs out there.....lets not just always focus on the bad.....
the way los angeles treats the homeless population is sadistic.
the city has an active policy of "containment" to keep the downtown homeless population confined east of Broadway in a ten square block area known as skid row. one of the most common strategies are "bum proof" benches. these are bus stop benchs which are either shaped like a barrel, or have notches coming up to seperate the seats. these benches are uncomfortable enough to just sit on, but their design is to make sure no one can sleep on them.
also, the parks have an overhead sprinkler system which turn on randomly at night making sure to soak anyone sleepin in a park.
one restaurant spent $12,000 on a "bum proof" dumpster made with a 3/4 inch steel rod with alloy locks and spikes turned outward, all to protect their precious rotting garbage from bums (we all know there are no bears in downtown LA)
los angeles has the fewest amount of public toilets than any north american city, and this is a deliberate policy. the downtown community redevelopment agency decided to rely on "quasi public" restrooms such as in office buildings or restaurants, which are accessible to business people and tourists, and other "respectable" people. but the bums, let them shit themselves.
east of hill street there are also almost no facilities for public drinking water, except for the polluted la river itself which is infested with sewage.
its not against the law to sleep on sidewalks but it is against the law to erect shelter. and the cops enforce this law outside of skid row.
local hospitals have been dumping patients who are discharged but have no address or family to pick them up right in skid row. like they actually put them in the ambulance and drive them to skid row and leave them there. this has actually gotten a lot of criticism lately...but it continues
just walkin in skid row the air gets thick with the smell of human waste. its sick. you just see blocks and blocks of tents pitched on the streets. it's a wasteland and it is the policy of the city of la to maintain this wasteland as a dumping ground for the homeless.

and some of the facts i got above (i.e., the 12k dollar dumpster) are from this book called City of Quartz, by mike davis. if anyone is interested in the history of los angeles this is a great book to read. it's actually good if you even just want to know how a big city developes, how power relationships evolve, and how shit like the projects, the hood, and skid row, and other third world conditions can exist in what's supposed to be a first world nation.

some are given new needles and even bleech to cleen onld ones etc...know why? to stop the spread of aids and hepatitis in the homless communitys......is that a bad thing to do? gawd forbid we lock these ppl up and force them into rehab programs etc....that may make us white folk look bad.

I work with homeless people and have done so for a number of years.
I think the thing that everyone needs to remember is that every person is unique and experiencing their own journey.
I have seen people that have suffered horrific upbringings and are the most resillient people I have met. Some of these people resort to drugs or alcohol to deal with their situation others do not.
I've also seen people that have had strong support and have made decisions that have led to them becoming homeless.
Some people have mental health issues caused by drugs or alcohol, whilst others have biological health issues that affect their ability to find sustainable housing or employment.
Homeless people can rise above the situation. A helping hand might be useful, but a person has got to actively try to improve their lot for assistance to be successful.
I think the most important thing is that we recognise that homeless people are individuals. They are free to make their own decisions, they have the same rights as any other person on the earth.
In terms of intelligence, people should spend some time with homeless people. You'll find that not only are there incredibly smart people but that these people have a bond and respect for one another that is not usually available to non-homeless people.
They are people like you and I.
Homeless/poverty stricken people are a vital necessity in the western world. The working classes need to be able to look on people who're lower down the chain than they are, makes them feel empowered. The rich folk rarely deal with homeless peoples as the richie areas keep them away as its the working class that empower them..
