Not the Constitution, and not what you think it is. What it says is that the Military is legally obligated to follow the Constitution rather then any political body. It means that the Military not only has the authority to topple the government in the interest of the people if a threat to constitutional rule (such as a Dictator) but has an obligation to do so and in doing so return America to its Democracy.
Also what are you talking about, Oswald was a Marine Sniper, you don't get a much better shot, armed with a military grade Italian rifle with a scope. Trying to hit a slow moving car from a building overlooking the path of the car. I don't think it's that hard for that to work out, especially since he missed a bit. Castro may have been a sniper, but he was a Cuban Rebel sniper. Theres a world of difference between Oswald and Fidel.
As a side note, I would not want a Sniper in control of a government. You realize that Snipers are the most intimate killers in the military? Its not like a normal soldier when it's killed or be killed be it in a gunfight or a knife fight its life or death. But a Sniper is out of that danger and has the free choice to kill or not kill. The fact they can kill in that circumstance makes them dangerous men. They're executioners, not regular soldiers. I don't hate them for that, but they'd tend to be the "ends justifies the means" type of mindset as a result of their work. If you can pull the trigger like that to save your own men's lives you'll have no qualm in ending some "enemies" lives to protect your plans.

Anyone qualified as a marksman (I shouldn't have said sniper that's wrong) can use a bolt action rifle (what do you think snipers use?) to hit a moving man through soft cover. If anything that was a very sloppy shooting. The car was moving at less then running speed because the secret service jog next to the car. With elevation, soft cover, a scope, slow moving target, and a rather short distance compared to the mile long shots that aren't unheard of, its not a hard shot for a marine marksman. The only impressive thing is his speed in firing several shots in short order and his ability to get down several floors of stairs quickly and be totally calm when someone checks on him moments seconds afterward.
