Not to state the obvious, but black people are indiginous of Africa, ethnicity isn't the issue. Its about nationality, and these players attained nationality by either being born in France, or had lived there for a number of years. As such, they're not 'foreign'.
As for having limitations on non-EU players in squads, the only country that doesn't have one to my knowledge is Holland, and maybe Switzerland. Italian sides do it very sly, for instance with Kaka, once he married an Italian lass they made sure he got a passport straight away, a common loophole to help bypass red tape. England has a lot of foreign talent in its league, but the work permit regulations make it very difficult to get non-eu players in unless they play 75% of international fixtures in the last 2 years, getting kids in is even harder because of FA rules stating the parents must live within 90miles/2hr drive from a club's academy.
