Biggie was the complete emcee, his flow, lyrics, charisma and his ability to spit the most hardcore lyrics then switch up and put out good commerical songs makes him stand out from most emcees. He might be overrated a bit but the fact that almost every NY rapper out regards him as the best can't be denied.
Ready to Die is a definite classic, I'm surprised to see all the hate for Big Poppa though I love that song.

I think Me Against the World and Ready to Die are very very similar, Pac's album came after he was shot in NYC and there is much of the same feel to it, if any of Pac's albums comes close to Biggie's, that's it.

Biggie could Flow about anything he was going thru. If he would have seen his way past the bullshit and been able to tell us about the "real" times (whats really going on with society and how we can escape properly) then he could of done it real smooth but he never got his chance.
