If they instituted suspension for diving in the premier domestic leagues through a video reviewing system, the motivation and habit to dive would be curbed. Something like the NHL does with suspensions. You wouldn't eliminate it overnight, but you have to nip it in the bud, and make the new generation of player's play with more honour. Diving is actually taught in many countries youth system's as a viable and important technique. If kid's see their favourite players getting suspended for simulation they might be less inclined to emulate them.
There are certain areas and countries that do it far less than other's in general and they should be commended. I don't notice the States, England, Germany, East Asian, Scandinavian teams diving or faking injury as much.
Unfortunately, Fifa's elite are filled with dinosaurs who still believe video replay is some cutting edge technology that is too experimental for real application.
