Well Charles, I have been to Cleveland a few times with a friend of mine (who happens to be black).
My friend and I concluded that it has to be the shittiest place in North America for black people to live after seeing that shit. There are probably worse places and even people here can name them off. But overall Cleveland is pretty bad.
Even when walking down the street was a problem for my friend. The homeless people (which was a lot for that city) that were black seldom came to me, but went straight to my friend with the "help a brother out" type attitude. And places were I've been they might just say something.....there they fuckin follow you around for like a block and beg you "cmon".
I don't want to make any sweeping generalizations Charles, but I may hypothesize that your environment is part of the problem. While finding work is one thing for you, I would think and even better goal would be to get out of that city.

i got friends who always want to borrow money. heres how i'll deal with it: first i'll 'over-lend' them wat they want. for example, if they want $20, i'll prob give them $100. the reason i do this is cuz they will probably come at me, on sum begging shit, like its only $20, just to get me by. now the problem is, the amount is so low, the person will feel in no rush to pay back such a low amount.
but if u 'over-lend', usually their sense of decency kicks in and they think, "damn, i really need to pay this back"
using this method, works well in my experience.
on the occasions it doesnt, i will approach the person, ask once, if they dont have it they must give a time for repayment. i will then ask for the second time on this agreed date. if they still dont have it then. its cold war shit. i'll simply make this person life difficult. nothing too sinister. i mite spit in his drink, childish stuff really,(which can be really enjoyable)
*(in fact sometimes i hope ppl wont pay me back , just so i can feel good messing with them. )
it also means the person is black-listed for any further acts of kindness, and generosity. plus i straight steal from ppl who still owe me doe. i'll even tel them im taking their shit until they pay-up.
