Barcelona couldn't afford him or his wages right now, Chelsea wouldn't improve on the wages Utd offered him and Mourinho is happy with what he has right now (would prolly still buy him but would not offer him as high wages as he might in the summer if Rooney has a good season for Utd).
So, at the moment, City seemed his only realistic option.
I think he wants to avoid that if he can because of the obvious reasons (One being that City are cunts).
Also, I don't think he realised how much of a backlash there would be from the football world in general about him moving to babylon.
One thing worth remembering is that, no matter how much you hate Utd, Manchester City represent just about EVERYTHING that is wrong about modern football.
