This Tuesday Special Assignment broadcasts the moving story of an abandoned community. Wetravel to the settlement of Second Creek in East London where we meet a group of people who live off the pickings of a rubbish dump. These are people who have fallen through the cracks of our society, surviving off what we throw away. As the local government elections loom, we ask, “Where have we failed these people?”

Every day dogs and people scavenging amongst the filth and the rot, searching for food and anything that can be reused or resold. Men, women and children fill their sacks with bottles, plastic and tins and carry up them to their shacks, which teeter precariously around the edges of the disposal site. Once sorted, these items can be sold for a few rand to recycling plants. It is a grindingly hard existence, yet some people have lived like this for over thirty years…and little has changed.
Second Creek is less than three kilometers from the city centre and is one of the poorest communities in the area. Yet it has been completely overlooked by the municipality. The only service these people have ever received is tapped water. But each time elections come around, politicians come visiting. They promise houses, jobs and better service delivery. However, experience has shown that these promises may simply not be true. While the Premier of the Eastern Cape has launched an uncompromising programme for poverty eradication, is local government able or willing to play its part?

This week Special Assignment looks at the plight of thousands of Zimbabweans crossing the border into South Africa. To escape political turmoil and increasing food shortages, many risk the crocodile- infested Limpopo River and razor wire fences to get here.
We investigate persistent reports that more and more pregnant women are coming here illegally in an attempt to secure South African birth certificates for their babies. We follow two pregnant Zimbabwean women as they travel from the Beit Bridge border post to Johannesburg. 26-year-old Anita Luwish is blind and four months pregnant. She left Harare with her two small children after their shack was destroyed during Operation Clean-Up, President Mugabe’s attempt to clear Zimbabwe cities of shack dwellers and informal traders. After living off handouts on the streets of Musina, the border town near Beit Bridge, the two women and their children head for the city of promise, Johannesburg. But weeks after arriving, we find them begging at a robot in the city centre.

We also travel with 29-year-old Daphne Mashange who is seven months pregnant. She has a six months visitor’s visa and is hoping to give birth to her first born in a Johannesburg hospital. But the streets of central Johannesburg are dark and dangerous, and full of desperate homeless people. Many survive only off the charity of churches.
For many illegal immigrants, Johannesburg is not what it’s made out to be. They are in legal limbo as they cannot get refugee status and so are open to abuse and harassment. The number of refugees in South Africa is growing and they are considered by many South Africans as unwanted guests. This program takes us into the lives of some of them, as they try to survive in an inhospitable and alien city.
THE GREEN DAM… and other stories of the new poor whites
This Tuesday Special Assignment meets some of South Africa’s new poor whites. Disillusioned, isolated and often ill-informed, they are struggling to understand why they lost their privileges and trying to make sense of the political changes that have swept the country.
Koos Mitton never had it easy. As a child, he sometimes had to eat rotten meat and mouldy bread from dust bins. As a poor white under the apartheid government, Koos’s skin colour was supposed to get him benefits like free education, protected jobs and council housing. The system should, in fact, have propelled Koos from poverty to at least middle class comfort.
It never did. Like many others of a new generation of poor whites, Koos could never escape the poverty cycle. And with the demise of the apartheid government and all its support systems, more and more whites are squatting or living in squalor, struggling to adapt to a changing South Africa. According to some estimates, one in four whites now earns less than R1 500 ($194.80) per month and is regarded as poor. Figures show that wealthy white South Africans are getting richer by the day, but that the gap between wealthy whites and poor whites is, in fact, the fastest growing divide in the country
We visit the area traditionally known as “Wessies” or “Pretoria West” in Tshwane. This is where Koos shares a bed with his wife and five-year-old son in a wooden shack. Koos’s mother and her latest lover sleep barely a metre away in the same single- roomed structure. This is also where state controlled industries like ISCOR used to supply jobs to unskilled and semi-skilled whites – but they closed down one by one and the area plummeted. Here, poverty and its consequences are hidden away from the public eye in back yards, garages and the wooden sheds widely referred to as “Wendy’s”.
For many poor whites living here, these shelters are only a few steps away from the Green Dam… the place go to when you’ve lost everything and have no one to turn to
