the way los angeles treats the homeless population is sadistic.
the city has an active policy of "containment" to keep the downtown homeless population confined east of Broadway in a ten square block area known as skid row. one of the most common strategies are "bum proof" benches. these are bus stop benchs which are either shaped like a barrel, or have notches coming up to seperate the seats. these benches are uncomfortable enough to just sit on, but their design is to make sure no one can sleep on them.
also, the parks have an overhead sprinkler system which turn on randomly at night making sure to soak anyone sleepin in a park.
one restaurant spent $12,000 on a "bum proof" dumpster made with a 3/4 inch steel rod with alloy locks and spikes turned outward, all to protect their precious rotting garbage from bums (we all know there are no bears in downtown LA)
los angeles has the fewest amount of public toilets than any north american city, and this is a deliberate policy. the downtown community redevelopment agency decided to rely on "quasi public" restrooms such as in office buildings or restaurants, which are accessible to business people and tourists, and other "respectable" people. but the bums, let them shit themselves.
east of hill street there are also almost no facilities for public drinking water, except for the polluted la river itself which is infested with sewage.
its not against the law to sleep on sidewalks but it is against the law to erect shelter. and the cops enforce this law outside of skid row.
local hospitals have been dumping patients who are discharged but have no address or family to pick them up right in skid row. like they actually put them in the ambulance and drive them to skid row and leave them there. this has actually gotten a lot of criticism lately...but it continues
just walkin in skid row the air gets thick with the smell of human waste. its sick. you just see blocks and blocks of tents pitched on the streets. it's a wasteland and it is the policy of the city of la to maintain this wasteland as a dumping ground for the homeless.

and some of the facts i got above (i.e., the 12k dollar dumpster) are from this book called City of Quartz, by mike davis. if anyone is interested in the history of los angeles this is a great book to read. it's actually good if you even just want to know how a big city developes, how power relationships evolve, and how shit like the projects, the hood, and skid row, and other third world conditions can exist in what's supposed to be a first world nation.

I work with homeless people and have done so for a number of years.
I think the thing that everyone needs to remember is that every person is unique and experiencing their own journey.
I have seen people that have suffered horrific upbringings and are the most resillient people I have met. Some of these people resort to drugs or alcohol to deal with their situation others do not.
I've also seen people that have had strong support and have made decisions that have led to them becoming homeless.

That's why education and reading is so important so you can get a good job and you won't have to hustle, steal, sell your body, rap to make money. Rappers have so much influence on the black youth that they should use that influence to educate these kids in their songs and let them know that it's not cool to sell your soul to get paid, it's not cool to curse a lot, disrespect people and be ignorant. I lived in government housing, whole block of townhouses, for 90% of my life.. Not only was it a shithole with prositutes, dealers, guy got done for weapons dealing..
