What makes you so sure that there is physically a problem with your brain? You said you saw a psychiatrist and he/she refused to run any tests on your brain. This might suggest that whatever problems you might have are not serious and can be overcome, and the fact that you seem to be quite aware of your supposed short comings and the effect they are having on you would seem to back up this theory. I think before giving in to the idea that you have some sort of disability which should allow you special treatment, you need to either spend some more time with your psychiatrist, or go and see another one if you don't trust your current one's analysis of you, in order to sort out exactly what might be holding you back from doing the things you want to do.
