Government Folder Headings Introduction
This listing of government file folder headings represents 25 years of research into official interest in the UFO phenomena. The great majority of them are the result of Freedom of Information Act (FOIA) actions against official agencies in the U.S., and by similar legal actions abroad.
The folders are generally listed by agency or by major topic. There is not a system in place yet to properly list individual documents. There are many problems in doing this.
The contents are varied and often difficult to classify. In combing such records, one finds that single releases on specific incidents can include: administrative paperwork on how the information was handled; related and unrelated records coming from different agencies other than the one being queried; undated documents; difficult, if not impossible to read, copy; plain copy documents with no attribution; and handwritten notes out of context. Many of the documents contain partial censorship as well.
Severe cross-referencing problems exist as well. Some documents allude to many other incidents, people or places. To place materials in their proper context might mean removing them from the context of their original releases. Retaining the context might mean making many copies of the same document for different files. This would eat up available space for researchers with limited storage.
The information was assembled at significant cost: thousands of dollars and hours. These folders are the background documentation for the book, CLEAR INTENT, co-authored with Lawrence Fawcett and the organizational files for Citizens Against UFO Secrecy (CAUS) from 1984 through 1998. A substantial portion of the records are copies, and sometimes originals, of data acquired by researcher Robert Todd of Ardmore, Pennsylvania, who has had a huge impact on public knowledge of government UFO investigations from the mid-1970s until the late-1990s.
Todd's legacy on this issue cannot be understated. Through his intricate knowledge of government agencies and their activities, he was able to pave the way to unearth more important records on this subject than any other investigator. In more recent times, another researcher, Jan Aldrich, has plowed a path through government records by personally visiting government file collections and unearthing documentation directly, rather than working through FOIA. His contributions to the subject are also reflected in these folders.
Many others have contributed to such record holdings. We hope to feature their inventories in the near future.

The Union Catalog of Serial UFO Articles is incomplete, and represents little more than an inventory of UFO and other material in Greenwood's collection. Many journals that printed numerous articles of interest are yet to be catalogued and added to this work. Please bring articles not listed in this collection to our attention.

Upon moving to Maine, Ray decided to give up most of his accumulated UFO records. SHG was contacted as a potential recipient in late 2001. An agreement was reached and I picked up the files in December. The files are being examined and, where needed, records are being slip-sheeted and rebound for preservation.
The inventory of the sighting files lists the folders of raw material: filled out report forms, photos, transcripts and articles relevant to each case. Some of the classics of New England UFO research lie within; Exeter, NH 1965, Beverly High School 1966; etc.
SHG has also been given permission to reproduce the sighting summary catalog used in Ray's first book, UFOs: Interplanetary Visitors. The catalog gives summary detail of the sightings that Ray has investigated over the years up to the early 1970s.
Both of these listings are an invaluable guide to UFO activity in New England over a twenty-year-plus span. SHG is grateful to receive the information and pleased to be able to offer these listings.

This document explains the relations between the French Gendarmerie Nationale (a part of the French army who deals with civilian police missions. A Gendarmerie Nationale's official duty is to collect and transmit to the SEPRA scientific panel any testimony, proof, picture, related to the UFO phenomenon. Gendarmerie takes great care of this, they never mock anyone reporting a ufo!

The Brazilian Government, through the Brazilian Air Force, finally decided to come forward and recognize UFO research as a genuine activity as a direct result of intense pressure by the campaign, UFOs: Freedom of Information Now, a movement started by the Brazilian UFO Magazine in April 2004.
The campaign was launched by the Brazilian Committee of UFO Researchers (CBU), composed of 6 UFO civilian researchers: Claudeir Covo, Marco Petit, Rafael Cury, Reginaldo de Athayde, Fernando Ramalho and A. J. Gevaerd. Athayde was sick and replaced by new interim-member and veteran UFO researcher Roberto Affonso Back.
The approach to the Brazilian military by the CBU committee started last February, ten months after the campaign began, with a phone call from a Brazilian Air Force spokesman, Major Antonio Lorenzo, and a formal invitation to a visit and discussion at Air Force headquarters in Brasilia. Major Lorenzo fully recognized the UFO researchers' efforts in the field and provided a few details of what kind of classified files and procedures the Brazilian Air Force (FAB) has about UFO phenomena and its detection, recording and investigation.
Two meetings, took place last Friday, May 20, between the civilian UFO researchers and the military.
The first happened in the headquarters of the Integrated Center of Air Defense and Air Traffic Control (Centro Integrado de Defesa Aerea e Controle de Trafego Aereo, Cindacta), a very sensitive facility. Over two hours, the researchers were given lectures on the procedures conducted at Cindacta and had the chance to visit air traffic control rooms and understand how UFOs could be detected by Air Force personnel.
The second, and most important, meeting took place almost immediately, at the restricted facilities of Brazilian Air Defense Command (Comando de Defesa Aerea Brasileiro, Comdabra), an even more sensitive installation that controls the entire air defense systems in the country and surrounding areas of the Atlantic Ocean and South America. In this facility the UFO researchers were given a full briefing of the top aspects of aerial defense of the country.
It was at this facility that its commander, Brigadier Atheneu Azambuja, told the UFO researchers how concerned the Brazilian military are about the UFO phenomena. Azambuja also gave details of Comdabra procedures and openly admitted that the Brazil has systematically detected and registered UFOs – labeled as "H Traffic" – since 1954. That wasn't a surprise for the UFO researchers of the Brazilian Committee of UFO Researchers (CBU), but how this registering process took place was.

After detailed explanations of Comdabra activities, Brigadier Atheneu Azambuja, for the first time in history, gave full access to the civilian UFO researchers, allowing them to examine 3 different folders containing classified UFO information, cases from specific dates in 1954, 1977 and 1986. The first case was an airplane pursuit of a UFO over the ocean shores of Parana State.
The second file was much more important. In the folder containing the 1977 documents examined by the UFO researchers were dozens of cases of UFOs in the Amazon with an amazing over 100 pictures taken during 'Operation Saucer' (jc: OPERACAO PRATO),http://www.mufon.com/bob_pratt/index.html an official program of UFO investigation by the military that took place from September to December, 1977, and has been fully covered by specialized UFO press around the world.

The third case was the "The Official Night of UFOs in Brazil", a very significant series of events that happened in May 1986, when 21 objects of over 100 metres in diameter jammed the Brazilian air traffic control system over Rio de Janeiro, Sao Jose dos Campos and Sao Paulo, when several jets were sent to intercept the intruders – without success.
The Brazilian Air Force (FAB) representatives at those meetings then fully admitted that Ufology is serious business and broadly recognized the activity of UFO research by the civilian UFO community. And also guaranteed that further steps are about to be taken to let the researchers to examine the entire military UFO files in a more comprehensive way. Plus, a committee of military and civilian UFO researchers would be established very soon, co-ordinated by the Brazilian Committee of UFO Researchers (CBU).

This certainly means that we will start a new era in Ufology in Brazil and in South America. Very good things are about to happen as the Brazilian Air Force (FAB) Command, the Brazilian Ministry of Defense and Brazilian President Luis Inacio Lula da Silva receive the open letters and formal requests for opening for good the documents and start the mentioned committee, as presented to them by their spokesman.

Wendelle C. Stevens to investigate UFOs until the end of his life

Mexico's Department of Defense Releases UFO Information - Evidence of a International Rift in the Management of UFOs/Extraterrestrial Affairs?

On Tuesday, May 11, 2004, an international press conference was held to announce the findings of a joint official and private effort to investigate a UFO sighting.
What is remarkable in the press conference is that Department of Defense collaborated with a top Mexican UFO researcher, Jaime Maussan, in the release of information concerning the appearance of up to 11 UFO's in the vicinity of a Mexican Air force flight that was on a drug surveillance mission on March 5, 2004. Using infrared cameras and radar tracking, the eight-man crew of the Merlin C26/A flight was able to monitor the UFOs, which at one point formed a circle around the flight. In investigating the incident, the Air force contacted Jaime Maussan and asked him to participate in the inquiry.
The release of data on the UFOs taken by a Mexican Air force crew was certainly a coup for Maussan who released the information in the popular television program 'Great Mysteries of the Third Millennium' on May 9, 2004. Maussan was initially contacted on April 20, by the Department of Defense and had a meeting the next day with General Clemente Vega Garcia, Secretary of Defense and his senior officials.
The Secretary of Defense went further however than simply informing Maussan of the incident. General Clemente released film and other data of the incident to Maussan that he could investigate with his own independent research team. The Department of Defense confirmed to international media outlets such as Reuters in a May 11 Press Conference that it had handed over the film and data to Maussan. This was certainly unprecedented and signaled a major new approach to dealing with the UFO phenomenon by a major world government.
Up to the present time, there appears to have been a well- coordinated international effort in managing UFO sightings and reports of UFO crashes. These have typically been handled in a way suggesting a sophisticated global system for dealing with UFO sightings, and even collecting the remains of crashed UFOs, without witnesses having much credibility before the mass media. This global management system has prevented governmental releases of UFO information to the general public and international media.
Whatever releases did occur typically involved private civilians rather than military personnel in their official capacities revealing UFO information. In the US, military personnel have been legally proscribed from participating in the release of information of UFO sightings according to military regulations described in the Joint Army Navy Air Publication (JANAP) 146 released in 1953. Similar provisions are found in the British Ministry of Defense and other major nations that have had to deal with the UFO phenomenon, and/or cooperate closely with the US.
This official international system for repressing UFO reports suffered a significant setback in 1999 with the release of a French government supported study of the UFO phenomenon. The COMETA Report comprised former top military officials and found credible evidence to support the existence of UFOs as phenomenon that required serious political attention.
The COMETA report was not widely covered in the US but signaled that major nations differed in how much information they should release to their general publics. In December 2002, the British Ministry of Defense released a file on the Rendlesham UFO incident of 1980 describing one of the most well document UFO sightings in British history.
Significantly, the US military has not released its own files of the incident despite having played a leading investigatory role at Rendlesham. The respective official positions over the Rendlesham files suggests a clear difference of opinion between the British and US military officials over the extent to which UFO information will be released to the general public and the mass media.
The participation of the Mexican Department of Defense in collaborating with Maussan in releasing information on a contemporary UFO sighting is unprecedented. This is a significant development that goes even further than the COMETA report in challenging the non-disclosure position supported by the US government that apparently plays a major role in the international management system in place for UFO sightings/crashes. The Mexican Department of Defense effort in collaborating with Maussan simultaneously achieves a number of things. First, it helps legitimate research into the UFO phenomenon that now has official government support as a credible field of study at least in Mexico.
Second, it legitimates the investigatory skills and experiences of private Mexican researchers such as Maussan. Third, it comes at a time of great international friction over the war in Iraq suggesting that this Mexican initiative marks a major rupture in the de facto global management system for UFOs that echoes global dissent over US policies in Iraq. If the COMETA report and the release of the Rendlesham files are solid indicators of the European position towards UFO disclosure, then it appears that the US is becoming increasingly isolated in its strict non- disclosure policy.
If indeed there is a major rift in the global management system over the rate and extent to which disclosure of UFOs sightings and/or UFO evidence is made to the general public of major states, then it may be predicted that further disclosures by other governments are likely. It may be concluded that the Mexican Department of Defense collaboration with private UFO researchers heralds a major new phase in the UFO phenomenon.
With a more integrated global media and Internet, it will be very difficult if impossible for the mass media in the US to ignore UFO developments in other countries. If major world governments begin disclosing information concerning contemporary UFO sightings, then it may be predicted that the non-disclosure policy in place for over 50 years may soon come to an end. This would usher in the age of exopolitics where the political implications of an extraterrestrial presence would predictably dominate global politics.
The Russian navy has declassified its records of encounters with unidentified objects technologically surpassing anything humanity ever built, reports Svobodnaya Pressa news website.
The records dating back to soviet times were compiled by a special navy group collecting reports of unexplained incidents delivered by submarines and military ships. The group was headed by deputy Navy commander Admiral Nikolay Smirnov, and the documents reveal numerous cases of possible UFO encounters, the website says.
Vladimir Azhazha, former navy officer and a famous Russian UFO researcher, says the materials are of great value.
“Fifty percent of UFO encounters are connected with oceans. Fifteen more – with lakes. So UFOs tend to stick to the water,” he said.
On one occasion a nuclear submarine, which was on a combat mission in the Pacific Ocean, detected six unknown objects. After the crew failed to leave behind their pursuers by maneuvering, the captain ordered to surface. The objects followed suit, took to the air, and flew away.
Many mysterious events happened in the region of Bermuda Triangle, recalls retired submarine commander Rear Admiral Yury Beketov. Instruments malfunctioned with no apparent reason or detected strong interference. The former navy officer says this could be deliberate disruption by UFOs.

Speeding so fast is a challenge even on the surface. But water resistance is much higher. It was like the objects defied the laws of physics. There’s only one explanation: the creatures who built them far surpass us in development,” Beketov said.
Navy intelligence veteran, Captain 1st rank Igor Barklay comments:
“Ocean UFOs often show up wherever our or NATO’s fleets concentrate. Near Bahamas, Bermudas, Puerto Rico. They are most often seen in the deepest part of the Atlantic Ocean, in the southern part of the Bermuda Triangle, and also in the Caribbean Sea.”
Another place where people often report UFO encounters is Russia’s Lake Baikal, the deepest fresh water body in the world. Fishermen tell of powerful lights coming from the deep and objects flying up from the water.
In one case in 1982 a group of military divers training at Baikal spotted a group of humanoid creatures dressed in silvery suits. The encounter happened at a depth of 50 meters, and the divers tried to catch the strangers. Three of the seven men died, while four others were severely injured.
“I think about underwater bases and say: why not? Nothing should be discarded,” says Vladimir Azhazha. “Skepticism is the easiest way: believe nothing, do nothing. People rarely visit great depths. So it’s very important to analyze what they encounter there.”
Meanwhile Russian Navy officials have denied the collection of UFO-related encounters exists. A source in the Navy’s service staff said the story may have its roots in the reports of vessel commanders, which describe locating objects of unclear but Earthly origin.
“An illusion of a UFO encounter can result from large fish shoals, floating garbage or natural phenomena,” ITAR-TASS news agency cites the source.

Investigation in Spain is inevitably associated with Vicente-Juan Ballester Olmos, who, alone or with collaborators, has authored a series of outstanding books which reflect more than twenty years of dedicated work. His 1987 Enciclopedia de los encuentros cercanos con ovnis (with Juan Antonio Fernández Peris) is probably the best-documented collection of close encounter cases in print. Ballester Olmos's attention remains chiefly directed at strongly evidenced UFO sightings, as opposed to abductions, where every local case he has investigated proved to be either a hoax or capable of some alternative explanation.
During recent years his main activity has been co-operating with the Spanish government in the release of official documents. In 1995 he published a book containing his findings to date, Expedientes Insólitos, and here he presents some notable cases from the military archives.

In the history of UFO research in Spain from 1947 to 1997, one event is of out-standing importance: the release by the Spanish Ministry of Defence of previously secret Air Force UFO archives, a process which started in 1992. I was privileged to play a part throughout this process which has made the official files literally an open book which anyone may read.
No Secret Lasts Forever;
Friday, 8 November 1996. 13.30 hours.Torrejón Air Force Base, near Madrid. Lieutenant Colonel Enrique Rocamora walks briskly along the corndors of the Aerial Operative Command (MOA) heading for the commander-in-chief's bureau. This is no routine dispatch: he carries with him the proposal for declassification of the last UFO file waiting for release.
It was during 1990-1991 that I started to induce the Air Force to review the classified matter policy applied in 1979 to UFO information (before that it has been considered Confidential). Step by step I watched the process proceed. In May 1991 the Air Safety Section, responsible for matters concerning UFOs and custodian of the UFO files, submitted a memo proposing to declassify the archives. In March 1992 the Joint Chiefs of Staff decided to downgrade the classification level imposed on UFO documents, leaving to the Air Force Chief of Staff the authority to fully declassify them.
The documents transferred to MOA comprised 62 files of UFO reports covering the period 1962 to 1991; procedures and memos shaping official Air Force policy on UFOs, 1968 to 1991; and UFO information requests from civilians addressed to the Air Force over the same period.
MOA's Intelligence Section took on the declassification task. The actual workload was handed to Lieutenant Colonel Angel Bastida. An open-minded individual and the prototype of the 21st century military man, Bastida formulated a new procedure detailing the involvement and investigation of UFO reports by the Air Force, and an analysis of all available historical information with arguments favouring full disclosure of existing and future UFO files. Incidentally~ Bastida also authored the best paper ever written by the military on the Air Force and the UFO problem
In September 1992, the first files were declassified. They were cases from 1962, 1967 and 1968. By the time Bastida moved to another military post he had declassified 22 files. His successor, Lieutenant Colonel Enrique Rocamora - a strong and sharp staff officer - declassified a further 53 files. The process was carried out as speedily as possible, given the fact that declassifying secret UFO files was only one part of these officers' work.
Sightings: Strange and Less Strange;
The military UFO reports contain descriptions of several different kinds of seemingly anomalous phenomena. They include examples of lights or uncorrelated radar echoes which seem to defy a rational explanation. My colleagues and I are painstakingly analysing all pieces of information to determine if these cases can be solved, or whether they become true UFOs. The entire files are available to who-ever may contribute his/her know-how to this endeavour.
In the majority of cases, investigation, whether by the Air Force or by independent civilian ufologists, has revealed a misinterpretation of some kind. These cases show us, on the one hand, what kinds of anomalous features may occur; and on the other, how easily people, puzzled by the sighting of unexpected luminous phenomena in the sky, can jump to erroneous conclusions.
24 November 1974: Alarm in a Radar Squadron;
Grand Canary is one of the seven Spanish islands in the Atlantic Ocean which form the Canary archipelago. At about 19.30 hours on 24 November 1974, Air Force Lieutenant Colonel E.L. and his daughter were driving by the North Freeway, when they saw a bright white light in the sky leaving a short trail, travelling at great speed and disappearing a few seconds later. His statement described it as a meteorite or bolide flying horizontally in a northwest direction at some 1,000 metres.
Fifteen minutes later, at 19.45, an Iberia Fokker-27 took off from Tenerife airport en route to Las Palmas (Grand Canary Islands). On a clear night, it was flying over a stratus cloud layer to its flight level of 2,000 metres and turning northwest when the pilots sighted a powerful lightjust in front of them, in a flight corridor typically used by regular air traffic from Las Palmas to Tenerife. Iberia captain Saura called Canary Flight Control to tell them they were passing 'traffic proceeding from Las Palmas'.
By now the light had descended to 1,800 metres, the standard flight level for airplanes. Captain Saura was surpnsed to be told there was no reported flight at that position. He insisted that he had it in sight, well silhouetted against the stratus layer, at a range of some 25 km, and he asked for a check from the military radar.
The radar operator on Grand Canary duly reported that he had only the Fokker's echo on screen: he saw no other traffic. At this point, the airliner's crew realised to their amazement that the light had been stationary at 'three o'clock' for more than a minute: any normal aircraft should have sailed past by now. Full of curiosity, the Fokker's pilot started to change course in the direction of the light. As he did so, the light seemed to shift rapidly away from the aircraft, emitting intermittent orange and yellow flashes as it vanished.
By now, the radar station had been placed in 'alert' situation, and their personnel started to scrutinise the skies with special care and attention. At 20.20 hours an echo was detected at 20º (NNE), 56 km distant, approaching directly towards the radar site at 500 knots; they were unable to determine its altitude.
The trace disappeared when it entered the 'blind cone' (vertical) of the antennae, and did not reappear. Out of doors, a light of more than 1st magnitude was sighted, fixed in the firmament (according to one witness), slowly moving around the site (according to another), while a third declared it to be nothing more than a star.
At 20.30 hours, radar detected a trace at radial 356º (north), 58 km away, which correlated with Iberia flight 281 Madrid to Tenerife. At the same time, it recorded an uncorrelated track at 326º (northwest), 74 km away, heading south. After changing direction, it remained stationary unhl passed by IB-281, where-upon it suddenly vanished. No other traffic was scheduled at that time and location.
Taken together, these observations seem to indicate that a mysterious luminous object was hanging above two of the Canary Islands for more than an hour.
However, it is also legitimate to divide the complex series of events into several individual occurrences: (1) a meteor-like sighting of brief duration,
(2) a light in the clouds which a nearby military radar system did not recognise, but which disappeared as soon as the pilot altered his angle of vision,
(3) in an excited environment (radar operators were requested to search for UFOs with extreme care), they detected a first echo which mysteriously disappeared without a trace, another trace in the proximity of a commercial aircraft (not seen opncally by the aircrew),
and finally a fixed light in the celestial vault not different from a star. In summary: a case offering radar traces which are not confirmed visually, and visual sightings which are not confirmed by radar.
No final conclusion has been adopted to date by the research team.
23 December 1985: a UFO in the Log Book;
The merchant vessel Manuel Soto, owned by Transmediterránea Co., was sailing on December 23, 1985 from Las Palmas (Grand Canary island) to Arrecife (Lanzarote Island). At 03.10 hours, the third officer on duty observed in the horizon by the bow what seemed to be the rising of a heavenly body. He identified it as the star Antares.
Checked ten minutes later, however, the light's position did not correspond either with Antares or any other star or planet. The officer took measurements of the altitude and azimuth of the light, which remained stationary until 03.25 when it suddenly began to move quickly. Other members of the crew came to see what was happening.
The light approached the ship, passing directly over the vessel two minutes later. As it did, all the witnesses could perceive the object's profile, which did not resemble that of a typical aeroplane or helicopter. The object had a very intense white light on its central part, a weaker red light near it, and another white light - not as strong - set apart. The separation between the lights made the witnesses think the object was flying low, but they could hear no sound.
The shipping company passed the log book entry to the Spanish Navy. The Navy Staff submitted it to the Air Force, but Canary Islands Air Command reported that their investigations showed no UFO observed on that date. No further investigation was made.
And so this second sighting from the Canary Islands also remains unidentified. Sadly, nothing was reported about how the object was lost out of sight. In prinaple, the behaviour of the object - approaching from the horizon, flying at a constant altitude and speed - is consistent with that of an aircraft. Nevertheless, lack of additional detail - including the actual silhouette of the craft - prevents us from developing any specific hypothesis.
8 December 1980: Aircraft on Fire?
A brief file reports - just two telephone messages - received in the Cádiz Maritime Captaincy General from merchant vessel Conquistador and fishing ship Besugo. At 20.50 hours on December 8, 1980 the first ship was navigating 35º27'N/ 7º50' W bearing northeast, when it reported a disintegrating object over the vessel at some 20º altitude which was sighted by the captain and the radio operator.
Additionally, at 20.45 hours, personnel from the second ship, sailing in position 33º 52' N/ 8º 55' W, observed a fiery phenomenon in a north direction at sea level. Their impression was that it might be a passenger plane with a fire on its left engine.
In isolation, those two incidents off the Morocco coast might never have received an explanation. However, consulting our files we discovered that a significant flap of 'UFO sightings' originated at that time in southwest Spain. Thousands witnessed a series of incandescent objects flying in a group passing slowly overhead. The general trajectory of the luminous trail was southwest to northeast.
As described, the phenomenon is absolutely compatible with a meteor shower or a space junk re-entry: the second alternative can be discarded as no decay is known to have occurred at that date, so meteors seem the preferred explanation.
25 December 1980 Jet Propulsion UFO;
On 25 December 1980, at 22.05 hours, an Air Force captain was driving along the Tudela-Arguedas road when he saw an unknown flying object with a large central body with a 'powerful jet propulsion system'. In addition, he saw a few more tiny luminous objects manoeuvring in formation with the large one. He estimated their altitude at some 1,000 metres, course 20º (north-northeast): the speed was similar to a commercial airplane. He saw it disappear behind the mountains, leaving a smoke trail much wider than that of a plane.
In the absence of any supplementary information, this would have been simply another unidentified. But there was a thick dossier in my archives to put this event into its proper perspective. That night, a giant, fiery phenomenon was sighted over Spain and other European countries a few minutes past 21.00 GMT (one hour later in Spain) skyrocketing on a rough south-to-north course.
North American Air Defense Command (NORAD) reported the re-entry into the atmosphere of the rocket used in the launch of Soviet satellite Cosmos 749. It was travelling from southwest to northeast on an arc that would have taken it over Portugal, Spain, France and southern England. There is little doubt that this is what the officer witnessed.
19 August 1982: a Rotating Flying Saucer;
A civilian witness reported an unusual experience on 19 August 1982, at 22.30 hours, seen from an apartment block faang the sea in the summer resort village of Blanes (Gerona). He was with seven other people, who also watched the aerial show in astonishment. The first witness was on the terrace when he heard the sound of an aircraft and just above him he saw a circle of lights blinking regularly. Through binoculars he distinguished the shape of a 'cylindrical disc' which was rotating clockwise: he estimated its size as twice that of a DC-4 air-plane.
Speed and altitude were constant, then it made a turn so he could see it both from underneath and from the top. It had seven or eight illuminated 'windows'. The sighting lasted around three minutes. Then and there he made some drawings of what he thought he had seen and some days later he sent a letter to Air Force Headquarters with a full description of the events and some impressive sketches.
The official report presents no conclusion at all as no investigation was ever conducted. However, a review of newspapers for August and September 1982 disclosed similar sightings in many towns of eastern and northern Spain. Not only that, the press, confirmed by Barcelona Air Control, reported that advertising aircraft carrying luminous publicity panels were active during that summer in such locations, giving rise to surprise observations and misinterpretations with UFOs. Again, we may be confident that this was what the witness saw at Blanes.
Facts and Figures;
The Spanish declassification process imposes no restriction as to date. Over the years, several current incidents, whether reported to the Air Force by civilian witnesses or by military personnel, were declassified immediately after investigation - an example which other countries would do well to follow.
Since 1992, a number of UFO observations have been added to the MOA archives, both old and new, so that the original 62 files have now become 75. They amount to 1,900 pages, which anyone can read (and copy) in the Library of the Air Force Headquarters in Madrid.
The files cover a total of 97 separate events between the years 1962 to 1995, which averages about three cases per year. But we find that certain years - 1968 (23),1969 (7), 1975 (7),1977 (6), 1978 (8), 1979 (9) and 1980 (7) - seem to deviate markedly from the mean. However, examination often reveals simple down-to-earth explanations. The 1968-69 wave was clearly due to a press release by the Ministry of Air asking the public to report UFO sightings, combined with the highly visible night-time appearance of the planet Venus, plus giant meteorological balloons carried by wind from France. 1975 is conspicuous only because one file includes several cases originating with a single and unreliable informant.
A 1977 file, likewise, describes a succession of contactee-type stories allegedly expenenced during a three-month period. The 1978 peak is due to a photographic fraud which involved several dates. 1979 contains some good cases, but we notice that half of them occurred in November: for this we can look to the media impact of the incident of 11 November when the crew of a Supercaravelle reported strange lights. Finally, 1980 shows a chance accumulation of varied events, totally unrelated to one another. In short, none of the fluctuations constitutes a real 'wave' of true UFOs.
The reports reveal 20 radar detections, 15 scrambles or launches of jet interceptors, 10 close encounters, 13 instances where photographic material exists, and 28 civilian pilot witnesses (figures not mutually exclusive). Apart from the Air Force, other official bodies making reports included the Navy (9 reports), the Civil Guard (7), the Army (5) and the Police (3).
If we look at time of day data, the following table appears:
It is somewhat dismaying to find that, contrary to what we might expect, UFOs follow the same time-of-day distribution as IFOs.
As soon as files were declassified, a multidisciplinary team of experts, coordinated by myself, rushed to analyse the information. The research is not finished, as some reports present complex problems which make analysis difficult. The absence of inquiry at the time, the absence of corroboration, and insufficient information add to the complications. Nonetheless, our investigative efforts proved fruitful and we have been able to draw an array of general conclusions.
IFOs comprise 85% of the total. They break down to:
Astronomical explanations - the most frequent error stimulus: four out of ten observational mistakes involve Venus, other planets and stars, meteors and fireballs, or even the Moon.
Hoaxes explain two out of ten reports.
Meteorological balloons emerge as misperception culprits in one in ten cases (mostly from the French CNES programmes of 1967-1970).
The Miscellaneous cluster includes a variety of reasons for misinterpretation: three of every ten IFO cases are due to rockets and missiles, aircraft, reflections and temperature inversions, space junk re-entries, false radar echoes, fireworks or light projectors.
These proportions are consistent with those found in other samples, for example by Allan Hendry in 7he UFO Handbook. This suggests a world-wide pattern.
Nevertheless, 15% of the reports released by the Air Force remain to be resolved. One case (January 1,1975, Burgos) defies every explanation and anses as a true anomaly. Nine others present outstanding abnormal features and they are tunder further study. Finally, five cases have insufficient data to be evaluated.
Chronology;
My role in this process has had two well-defined stages. During 1990 and 1991 my task was to meet with the Air Force's Public Relations commanding officer and with the Colonel in charge of the Air Safety Section, seeking to convince them that UFO information poses no threat to National Security;
that keeping UFO reports secret gives a false image that the State is concealing 'special knowledge'; that restriction of access to UFO files from students is hardly compatible with a truly democratic nation. I pointed out parallels such as the US precedent in freeing the Blue Book files, the initiative of the Australian Air Force, and GEPAN/SEPRA in France.
One of my objectives was to get all official UFO reports to a centralised location before declassification began, and in 1991 I persuaded Colonel Álvaro Fernández Rodas - an intelligent, well prepared officer - to ask all Air Regions to submit any UFO information they had on file. By this means the archives grew from 55 to 62 files.
That was a useful start: but what was the next step? One day in June 1992 I was approached by Lieutenant Colonel Bastida. It happened by chance while I was visiting a General in the Air Force Headquarters, and that evening I had my first meeting with the man from MOA.
I found that he was aware of my UFO work and I could feel he respected it. In fact, he had used my books as a guideline for designing case summaries, procedures and methodology involving statistics and a computer catalogue of UFO cases. This meeting was the first in a long series: mutual communication between civilian and military 'ufology' became a reality.
This relationship continued with Rocamora, Bastida's successor. Frequent visits and other contacts permitted me to:
- Closely monitor the declassification process, including incoming new material, and ensure that any information on record was made public totally uncensored (except for witness names).
- Stimulate an official search by Air Force bases, radar stations, etc. for both past and recent cases: this led to more than 25 additional case sources (to be released shortly).
- Obtain the declassification of policy documents, directives and instruction texts prepared by the Air Force over the twenty-five year period.
For myself, as a civilian investigator, the achieving of these goals has been a dream come true. It would not have been possible, however, without a progressive attitude within the Air Force, and the determination of a group of military men to achieve one of the major targets of the ufological community in any country: to have the 'secret' stamps removed from the Air Force's UFO reports.

"The UFO phenomenon has manifested itself many times in Uruguay,
South America. The Uruguayan Air Force (FAU) high command has
declassified its files and allowed EL PAIS (The National Newspaper) to
access its UFO records and eyewitness accounts.. While the Air Force
commission that studies these cases has been operating for only a few
decades, the UFO phenomenon in Uruguay began in 1947, and continues
a rich history of seeing UFOs, according to Col. Ariel Sanchez, an Air
Force officer with 33 years of active service and who presides over the
UFO commission.
The agency operates out of a small office in downtown
Montevideo and has a computer database and print archives. There are
hundreds of files in green binders under the heading "Confidential",
containing eyewitness accounts, photographs, sketches, drawings,
documents and evaluations made by officials
The files consist of reports that accrue at a rate of 100 cases per year with 2100 solid reports the commission has researched and dismissed many for various reasons.
Thirty years after research began, forty cases remain unexplained. These
files have been kept open, and range from sightings and landings of
alleged craft to abductions, where people claim to have been kidnapped
by extraterrestrial entities. Photo was taken over Florida, Uruguay on July

The military commission's task is to compile a record of cases and draft
guidelines or conclusions regarding their veracity and origin. They have
obtained solid results: "The commission managed to determine
modifications to the chemical composition of the soil where landings were
reported. It could be a phenomenon that occurs in the lower sectors of the
atmosphere, the landing of aircraft from a foreign air force, up to the
extraterrestrial hypothesis.
It could be a monitoring probe from outer space, much in the same way that we send probes to explore distant worlds," stated the officer. "The UFO phenomenon exists and I must stress that the Air Force does not dismiss an extraterrestrial hypothesis based on our scientific analysis," said Col. Sanchez. The Uruguayan Air Force has now declassified all of its information and only the identity of the witnesses remains undisclosed.
In a case in the Department of Durazno, a witness reported a UFO landing and soil analysis showed an increase in the values of minerals such as chrome, manganese, phosphorus and carbon, enabling researchers to conclude that the event had indeed been real.
In another case two reddish spheres, flew silently over the heads of two
teamsters driving cattle. The objects moved at high speed in opposite
directions and the vanished toward the west at high speed. UFOs are
most likely to be seen in February, March, July and October in Uruguay. In
February of 2009, the commission received numerous reports
accompanied by digital photographs.
Photographs or film are not a determining factor in any case, but rather a contribution, explains
Sanchez, given the current technical possibilities for hoaxing images.
Unsolved cases have a considerable high strangeness quotient for
example, the 1986, pursuit by two Pucara jet fighters over the Palmar Dam
in response to the maneuvers of a luminous sphere. The pilots chased it
and were about to intercept it, when the sphere flew off at a dizzying rate
of speed toward Argentina. When the pilots returned to their base, the
sphere reappeared over the dam. They chase it again and it vanished
from sight, changing colors from red to yellow.
A similar case occurred to a group of military pilots in 1996, engaged in
exercises over the Santa Bernardina Base in Durazno. They saw two
luminous spheres at 10,000 feet (3,000 meters), whose presence was
corroborated by the airport's control tower. When the objects flew away,
they maintained their shape and luminosity, which enabled the spherical
shape to be confirmed. Minutes later, the pilots noticed their glow
diminished, and only their outline was illuminated.
In 1979, a crew of a commercial airline was pursued by a powerful light
that was photographed by passengers and remains unexplained. The Air
Force also has visual reports of a dozen mutilated animals that may be
related to Argentina, where 700 mutilated animals were found. FAU does

show that most people reporting sightings involve young men up to 45
years of age.
They also indicate that cases occur in the early hours of the
evening, 49% of statistics are made up of reports of luminous spheres;
barely 2% include occupant sightings. Also several cases of the abduction
of humans remain unexplained.
One of them occurred in Playa Pascual in
1980 and involved a camper, who was suddenly taken by surprise by
short beings who immobilized him and conveyed him to a vehicle, where

Suddenly the officer spotted three strong blips (contacts) on his radar screen grouped in triangular formation. On the second sweep of the radar screen the officer was stunned to see that the contacts had moved a considerable distance in a remarkably short period of time. While this CDC group's mission is to monitor and track ocean surface contacts, low flying aircraft are also periodicaly picked up on their low angled radar.
These contacts however, were moving faster than any aircraft the officer or his crew had ever observed. The next unnerving thought to occur to the CDC officer, was that these were missiles. The officer checked with the airbourne detection group within the CDC and they responded that they weren't picking up or tracking anything at all.There were no contact blips flashing on their screens.
Tensions mounted quickly however,as the CDC officer and his crew continued to track the three fast moving blips as they angled towards the ship. As the "contacts" rapidly got closer, two of the blips made a startling ninety degree turn away from the ship ,but the third turned directly towards the ship. The CDC offcier excitedly barked over the ship's intercom to the observers on the ship's superstructure that something was coming right at them at a high rate os speed. Accelerating, it was coming in so fast there was no time to react. When the object got within one mile of the ship it suddenly disappeared from radar..

Reports of airline and private pilots encountering UFOs have continued in 1968. On July 8, the pilot and passengers of a Cessna 172 Skyhawk were approached by a UFO over Warren, Ohio about 10:20 p.m. Two brothers, Richard and Ken Montgomery, with Elizabeth Soverns and Rosalind Rians as passengers, were flying at about 4,000 feet over Warren; Richard Montgomery was at the controls.
"I noticed an object coming toward us from the direction of Youngstown to the southeast," he related. "I swung over... to get a closer look when the object headed directly toward our airplane. It stopped and hung motionless in the air... momentarily, and as our aircraft came closer, it moved swiftly upward and came back at us from another angle."
Montgomery said the UFO appeared metallic and had a light beaming from its underside. He estimated it was from six to ten feet in diameter and from 16 to 20 feet tall.
The pilot maneuvered the plane several times, but the object kept following at a distance of from 150 to 200 yards. Then the UFO "suddenly sped in an easterly direction at amazing speed and was quickly out of sight."
During this encounter, control tower operators at Youngstown Municipal Airport received calls from area residents concerning "a `dogfight' between two aircraft in the skies over. . . Warren."
At 7:45 p.m., February 28, the three-man crew of an Eastern Air Lines ferry flight from St. Louis to Miami saw a string of unknown lights that caused the pilot "to take evasive action." Traveling at 18,000 feet, Captain Robert F. Reilman, Flight Officer A. J. Farmer and Safety Officer Rick Morrison first noticed "a red flashing light" at their altitude. In his report to NICAP, the pilot said the light was at their 11:30 position about halfway between Jacksonville and Orlando, Florida.
"Who's this at our 11:30 position?" Capt. Reilman asked a nearby control center.
The center replied that they had been in communication with a plane 15 miles away.
"Well, this guy isn't 15 miles away," the pilot replied. "He's at 11:30, has one flashing red light and three - now four red lights strung out - one red light turned to green."
At this point, Capt. Reilman "prepared to take evasive action." The center radioed back that they had spotted no targets on their radar scope.
"Come on," Reilman responded, "he's going right by us at our 9:00 position."
The center still replied that they had no targets and that no balloons were in the vicinity.
"I dropped the subject and proceeded to Miami," the Captain concluded.
"Pacings of ground vehicles have often badly frightened the witnesses, showing that official debunking and denials have not abated fears of UFOs. If anything, they have increased such fears, since many citizens believe the facts are kept from them. On June 20, 1968, about 2 a.m., Mr. & Mrs. Larry Ferney of Mobile, Alabama, were driving near Roswell, N.M. when they saw an object descending from a height of about 100 yards. The UFO displayed three bright lights, "like the landing lights of an aircraft."

A similar car-pacing, in which the witness was badly frightened, occurred October 27, 1967 in Parshall, N.D. The case was investigated by the NICAP-North Dakota Subcommittee.
"About 3 a.m., Lt. Glen D. Brunsell, of the Parshall Police Department, saw a brilliantly glowing UFO. "It was so bright," he reported later, "that at times it hurt my eyes to look directly at it." (NICAP Comment: This reaction has been reported on numerous occasions, sometimes followed by temporary impairment to vision)".
"The UFO passed over a warehouse at low altitude, headed east with an up-and-down motion, then stopped and hovered near a missile base. Lt. Brunsell told NICAP the unknown object moved slowly around the area for five minutes, then "suddenly shot straight up into the sky and was gone in about three seconds."
Shortly before Lt. Brunsell sighted the UFO, it was seen by a Parshall cafe waitress on her way home from work. (Her name is deleted at her request). The witness told NICAP the UFO - a large, round, revolving object - seemed to rise from the ground.
"My car began sheering very hard," she said, "bumping and swaying around on the road like it had four flat tires." Frightened, she accelerated to escape, but the object followed her car. As it paced her, she could see "two or three white - appearing streaks of light coming down vertically from the object."
As she neared her home, the UFO stopped and appeared to hover momentarily. Then it moved out of sight over a warehouse to the north. This was the same warehouse over which the object traveled as it was observed by Lt. Brunsell - an important confirmation of the waitress' report.

UFOs over DC in 1952, Jets Scrambled;

"National Airlines plane en route to National Airport, about 60 mi. SW of the city observed a blue- white ball of light hovering to the west. Object then "came up to 11,000 ft. and then maintained a parallel course, on the same level, at the same speed, until the aircraft pilot turned on all lights. Object then departed from the vicinity at an estimated 1000 mph. Weather was excellent for observation." The crew said the object "took off up and away." No other air traffic was reported in the area at the time".
July 14. Newport News, Virginia: Southbound Pan American Airways plane at 8,000 ft. nearing the Norfolk, Virginia., area observed six glowing red, circular objects approaching below the airliner; objects flipped up on edge in unison and then sped from behind and under the airliner and joined the in-line formation, which "climbed in a graceful arc above the altitude of the airliner." "Then the lights blinked out one by one, though not in sequence." Next day the crew was thoroughly interrogated and advised that they already had seven other reports of red discs moving at high speed and making sharp turns.
July 16. Hampton Roads, Virginia: A Government aeronautical research engineer observed two amber-colored lights approaching from the south at about 500 m.p.h. These slowed and made a U-turn, revolved around each other at a high rate of speed, then joined by two other objects from different directions, the four sped off to the south at about 500 m.p.h. "They moved jerkily when moving slowly. Their ability to make tight circling turns was amazing."
July 18. Washington, D. C. Radio station chief engineer observed 6-7 bright orange discs moving in single file. Each in turn veered sharply upward and disappeared.
July 19. National Airport began picking up unidentified targets on radar.
July 20. Herndon, Va. Capital Airlines flight from National Airport called by control tower to check on unidentified radar targets saw three objects, and three more between there and Martinsburg, W. Va. "like falling stars without tails [which] moved rapidly up, down, and horizontally. Also hovered." Chief CAA air traffic controller Harry Barnes later said in a newspaper interview: "His [the pilot's] subsequent description of the movement of the objects coincided with the position of our pips [radar targets] at all times while in our range.

NARCAP (National Aviation Reporting Center on Anomalous Phenomena) has signed an official joint-cooperation agreement with the Chilean Ministrial Department of Civil Aeronautics (like America’s FAA) to share information and study UAP cases which affect aviation safety. This is a ground-breaking development, since a government agency has formalized its relationship with a scientific organization in the United States and asked for its assistance in case studies.
The CEFAA (Committee for the Study of Anomolous Aerial Phenomena), an agency within the Chilean civil aviation department, was set up in 1997 to focus on incidents involving UAP that impact aviation saftey. General Gonzalo Miranda, director of the civil aeronautics branch, ordered its creation following a series of sightings witnessed by civil servants and aeronautic experts, along with civilians, at an airport in Northern Chile. The agency has a close working relationship with the Army. Directed by General Ricardo Bermúdez, the CEFAA is now working with NARCAP, the closest group we have in America to an official agency, and NARCAP has links to research associates and technical specialists throughout the world. I hope that soon this relationship will expand to include an American government official who can also liason with the CEFAA and other agencies in various countries.

Here is some detailed expert investgation summary carried out on this photo below from link source below;
Sixteen medium and high resolution, digital photos were taken on Sunday, February 14, 2010 at 1717 hrs. local time at 33 47.8’ south; 69 53.35’ W (about 45 miles SE of Santiago, Chile) high in the Andes Mountains.
They were received by the author on May 28, 2010 from the Comite de Estudios de Fenomenos Aereos Anomalos (CEFAA) for analysis and comment. This paper describes the results of various photo-optical measurements made on several of these photographs showing the solar disc, cumulus clouds, reddish clouds at a higher altitude, and an angularly small and unusual image that appeared in one photograph.
These analyses showed that (1) There was a symmetrical, apparently solid object (hereafter referred to as an unidentified aerial phenomena: UAP) with several interesting surface details present in one photograph, (2)
No evidence was found for a digital cut-and-paste operation (a hoax), (3) The UAP was not visible in any of the other photographs taken of the same location in the sky, (3) The location of the UAP was indicated to be on or near a Chilean commercial airway and might possibly have posed a threat to flight safety under certain operational conditions, and (4) The identity of this UAP remains unidentified at this time.
Figure 2 is the primary photograph that was studied; it contained the UAP. It consisted of a 1.26 MB file (1741 x 1306 x 8) at 96 dpi resolution. Figure 3 is the same full frame as Figure 2 increased in brightness and contrast, and divided into sixteen numbered, equal-area rectangles as shown. Specific image details are located by area number and approximate location within each area. For example, the sun is in the lower left corner of area eleven and the reddish UAP is in the upper left-corner of area six.
length of time in this location it could have been a hazard to commercial flight operations. Anytime an object of this size and high visibility is in the area where airplanes are flying it can distract the cockpit crew from carrying out their normal duties.
If the object is near by or approaching the airplane the pilot must decide whether to change his heading and/or altitude toavoid a possible collision. Because the present UAP was partially hidden by a reddish cloud layer it must have been higher than this cloud layer by some amount. Its altitude cannot be determined.
If the photographer had noticed the reddish UAP in Figure 2 wouldn’t she have tried to obtain more photographs of it? Why then didn’t she center the location of the UAP in the camera’s field of view in the following photos? Since she didn’t it tends to support her statement that she didn’t see the UAP at all.
Mention also must be made (for the sake of completeness) of the occurrence of the huge 8.8 magnitude earthquake 17 of February 27, 2010 (at 0334:14 hrs. local time) that was centered at 35 deg 54’ 32” South,; 72 deg 43’ 59” W. This was only thirteen days after this photo was taken. The estimated depth of the temblor’s epicenter was 22 miles. The horizontal distance between the photographer’s location at the El Yeso reservoir and the surface location of the earthquake’s epicenter18 is approximately 225 miles! In summary, although this UAP could not be positively identified it presented a number of highly intriguing details that deserve further research.
Here we have the picture of a UFO taken out of an aircraft by non other than a one Dr J. Allen Hynek who was the united states astronomer, professor, and ufologist who was the chief investigator employed by the USAF governmental to investigate UFO sightings by the military and the general public;

so it seems to be the case that they are visiting nuclear weapon bases most often, even fucking with the system....trying to send a message that we are tampering with the future of our species and our planet

i came across this today. very detailed report on the sighting at minot AFB in 1968.
A brief description of the event for those new to the subject:
At approximately 11.00 am on Wednesday, 6 April 1966, a class of students and a teacher from Westall High School were just completing sports on the main oval when an object, described as being a grey saucer shaped craft, with a slight purple hue and being about twice the size of a family car, was sighted.
Witness descriptions were mixed: Andrew Greenwood, a science teacher, told "The Dandenong Journal" at the time that he saw a silvery-green disc. According to witnesses the object was descending and then crossed and overflew the high school's south-west corner, going in a south-easterly direction, before disappearing from sight as it descended behind a stand of trees and into a paddock at The Grange in front of the Westall State School.
After a short period (approximately 20 minutes) the object - with witnesses now numbering over 200 - then climbed at speed and departed towards the north-west. As the object gained altitude some accounts describe it as having been pursued from the scene by five unidentified aircraft which circled the object.
t's interesting to note that the 5 aircraft has never been explained, the RAAF denied any knowledge of these craft.
The military turned up quite quickly to investigate the area and question many of the students and staff and then told them to downplay the incident, also the bureau of meteorology stated that they released a weather balloon on Wednesday and it could have drifted to the school
A new investigation was conducted by Shane Ryan, an English lecturer at the University of Canberra in 2006, the 40 year anniversary of the incident.
"Around 30 of the witnesses from that day were interviewed.
On the UFO, everyone seems to agree, Mr Ryan says. It was a low-flying, silver/grey shining object, either of classical flying saucer shape or close to it, "a cup turned upside down on a saucer". The students were familiar with light aircraft because the schools were close to Moorabbin Airport. Although the UFO was of similar size, "everyone said straight away that they knew it was not a plane", Mr Ryan said, nor a weather balloon. "
The object was in view for up to 20 minutes, and many saw it descend. Most agree it landed behind pine trees at the Grange Reserve. Dozens of students ran across what was then an open paddock to the reserve to investigate, but the object had lifted off and vanished.
One of the closest witnesses was a boy whose family leased land at Grange Reserve for horses.
Shaun Matthews was on holidays and spending time on the land.
"I saw the thing come across the horizon and drop down behind the pine trees," he told The Sunday Age this week. "I couldn't tell you what it was. It certainly wasn't a light aircraft or anything of the like …
"I saw the thing drop down behind the pine trees and saw it leave again. I couldn't tell you how long it was there for, it was such a long time ago."
Mr Matthews, 51 and now living in Greenvale, said the object "went up and off very very rapidly".
"I went over and there was a circle in the clearing. It looked like it had been cooked or boiled, not burnt as I remember," he said. "A heap of kids from Westall primary and high school came charging through to see what had happened — 'look at this, look at that, we saw it as well', that sort of thing. It was a bit of a talking point for a couple of days."
Mr Matthews said the object, about the size of "two family cars", passed him at a distance of about "four football fields". "It was silvery, but it had a sort-of purple hue to it, very bright, but not bright enough that you couldn't look at it," he said.
"I saw that it dropped down behind the trees, and I thought, 'hello, hang on'. A minute or so later, it went straight up, just gone."
He said police and other officials interviewed his mother. But he cannot remember them burning the landing site, as others have alleged. And he did not see any light aircraft trailing the object, as others did.
"The way this thing moved there is no way it could have been a weather balloon or a light aircraft," he said.
"A helicopter? No way — no noise, wrong shape, and it didn't move like it. It came out of the distance, stopped, and then just dropped.
"It didn't just sort of cruise and then slightly descend at an angle. It just stopped, dropped, and then went straight up."
This is certainly an unusual case with multiple witnesses, military involvement and cover up (No reports have ever been released) and physical evidence.
I have also found another witness testimony which was conducted in July 2008, another student who was very close to the UFO.

The local radar base confirmed a UFO at this time (but denied it next day). "We made several attempts to ... get closer to it, but the object seemed to be aware of us and we were more successful remaining motionless and allow it to approach us, which it did on several occasions."
Each time it did so, they experienced strong radio interference as the UFO emitted a red beam of light that swept the area and illuminated the ground. "The object was capable of moving in any direction. Up and down, back and forth ... it moved at high (extremely) speeds and several times we watched it change directions or reverse itself while moving at unbelievable speeds."
The UFO moved easterly away from them and they attempted to follow. A second similar object joined it, and both hovered for some time, occasionally emitting the red light beams, finally disappearing over the eastern horizon. Other officers at the Tehama County Sheriff's office also saw the UFO and witnessed its incredible maneuvers.

The gray targets represent reports within the last 24 hours, the yellow targets represent alerts made in the last 6 hours and the red targets are alerts made within the last 2 hours.
When you tap on an alert target you will be able to see a summery detail about the alert. Tap the information again and you will be brought to the full report made by the individual.
Of course in all menus the preferences button for your alert settings and the button to make a Alert will always be present at the base of the screen.
List View;
In addition to the map view the list view will be also available as it is in the UFO Search module. Here you can select the reports you want to view the same way you can select the report details in the map view. As in both view modes you can modify your alert area with the easy scrolling toggle at the top of the view screen. As usual if you need help with the app the help menu is only a tap away.
Alert Reports;
The alert report view allows the user to see the details about the alerted sighting and the witness’s description and any video and/or video collected of the sighting. This will allow the receiving user to react to the alert more effectively. Some of the unique qualities of the alert information provided are items automatically recorded into the system like date, time location, angle the mobile device collected the video and or photo as well as the direction from with the witness was facing.
Location Privacy;
Some may have concerns about the app knowing or following the users location. We have thought of that too. Simply when making an alert opt out of the app to follow ones position and use the drop pin option toggle. It will simply place a pin where you would like the alert to identify where the sighting occurred allowing for user privacy.

Exploring the Alert Setting you will find it easy to make multiple alert locations.
What are these alert location, well they are areas you would like to be notified about if there is a alert made about a sighting within the locations zone. This will also allow you to ignore areas you may not want alerts coming from. Multiple in app sounds will be made available for the user to use to help with identifying their different alert settings. You can even narrow it down to UFO characteristics or set to current events that may be happening geographically in a specific area.
Managing these alerts and redefining the alerts within your preference will also be simple yet powerful.

Close range ufo sightings;

McDonald from the Institute of Atmospheric Physics sums up a real mystery that some witnesses have encountered and one area that is so often over looked because of the closeness of these objects that are witnessed;

Bengough, Saskatchewan, February 19, 1968;
Mrs. Martha Heggs, a Canadian farmwife living five miles west of Bengough, Saskatchewan, was at work in her kitchen shortly before noon on February 19, 1968, when she became acutely conscious of a high-pitched whine, the intensity of which was penetrating to a degree similar to a mild physical electric shock, causing a tingling sensation throughout her body. Looking out her kitchen window, which faces on the south, Mrs. Heggs saw an object approximately 100 yards to the south of the house, immediately above and circling around a 29-foot pole with an electric transformer on it.
This object, seen very clearly and distinctly at close range, consisted of a base approximately eight feet wide appearing like two saucers placed edge-to-edge, surmounted by a dome about four feet wide. A series of ports, round on top, extended straight down to the base of the dome. Atop the dome was a smaller structure, above which was an antenna-like super-structure topped with a small sphere. (See diagram, p. 000).
The color of the body of the UFO was dull aluminum; the second- story dome was entirely vented, in appearance somewhat similar to a radiator grill. The ports, six or seven in number and encircling the lower dome, were slightly indented and white in color, giving the appearance of frosted glass. No light shone through.
The object, about one foot above the transformer pole, was slowly circling it in a counter-clockwise movement. After about four circuits, the object moved southeast, still remaining within the area of the farmyard, and descending to within three feet of the ground. The UFO hovered in front of several abandoned automobiles for approximately five minutes. (Mrs. Heggs noticed no visible exhaust and, later, found no evidence of melted snow in the area.)
Following this, the object rose up about 20 feet, or slightly higher then four nearby grain bins, and moved north, circling two parked tractors and several parked trucks and fuel tanks. The UFO then moved toward a well, about 40 feet east of the farm house. Mrs. Heggs had gone to a window on the east side of the house, and she saw that the object was about eight feet above the electric pump. Frightened, she locked the door on that side of the house, then watched the UFO move toward a windbreak of trees.
It followed the windbreak north, rising somewhat, then veered to the left as it came to a row of trees north of the house. At the center of this north windbreak, the main road enters the yard; the object, still nine to twelve feet above the ground, left the farm yard through this entrance, keeping low and heading toward the north until it disappeared from view. The entire episode had lasted approximately twenty minutes.
A short time later, Mrs. Heggs' husband returned home and found the door locked. When his wife let him in, his first words were, "Woman, what has happened to you?" He told the NICAP investigator his wife was "white as a sheet." Mrs. Heggs reported that when she first saw the UFO she noticed their dog cowering and lying in the snow, trying to cover its ears with its paws. As soon as the object left, the dog attempted to get into the house. Sixteen head of cattle, running loose in the south central section of the farmyard, bolted when the object moved into the area,
entering the cattle sheds, from which they did not emerge until at least a half-hour after the disappearance of the object. The witness admitted that she had been badly shaken by the object's appearance, since she had been alone, except for her baby and pre-school son.

Odessa, Delaware, February 9, 1967;
At about 8:45 p.m. on February 9, 1967, Mr. and Mrs. Donald Guseman of Middletown, Delaware, were driving south on U.S. 13 toward Odessa. They had just crossed a bridge over a canal when Mr. Guseman saw two lights near the road ahead and to their left. The left light was green and the one on the right red. Suddenly two bright white lights came on between the colored ones. Thinking they were landing lights, Guseman said to his wife, "Look at the crazy plane trying to land!"
As the couple drew nearer, they could see the lights were stationary and attached to a large and unfamiliar object. Only the white lights were visible as they came up opposite to the object, across the highway from them. It sat motionless just over the trees approximately 200 feet from them at an altitude of about 70 or 80 feet.
Mr. Guseman rolled down his left window and he and his wife studied the object more closely. It was disc-shaped with a kind of cupola under the main body. Its width was estimated at about 50 feet and its height at about 20 feet at the thickest point. Except for the top, the object was clearly visible, a dark gray silhouette against the lighter sky.
The surface was smooth and the bright white lights appeared to be searchlights affixed to the front end. The beams of these lights were wider at the ends than at the source and only the source of the closer beam was visible, the other being hidden by the body of the object.
The rather squared cupola, or "gondola," contained a horizontal row of windows which gave forth a faint soft light, steady and uninterrupted by any forms or movement. The light was described as "yellowish" by Mr. Guseman, "pinkish" by his wife. On the bottom of this gondola, in the center, were three red lights which shone with an even intensity.
For about two minutes the couple watched the object as it hovered motionless. Several cars and trucks passed on the high-way, but none slowed down or appeared to take notice. Then suddenly the two forward beams of light began to swing upward until they were pointed at a 45-degree angle from horizontal, shining upwards and out into the night sky. As soon as they reached this new position, the object began moving in a forward direction toward the north, and to the left of the witnesses.
As it moved, the Gusemans heard a soft hum or buzz, similar to the sound of an electric motor. The UFO proceeded in a slow, straight trajectory at an even altitude and as it changed its angle of perspective relative to the viewers' position, it presented the same circular, disc-shape with the undercarriage and windows below.
After moving approximately two or three hundred feet to the north over the trees, the UFO seemed literally to disappear. They assumed it had dropped down into a field beyond the tree-line, but when they drove near the field to check further they saw nothing; nor could they find any evidence on the ground where the UFO had hovered when they searched it with a flashlight.
Guseman, 29 at the time of the sighting, is president of the Delmarva Contracting Company, Middletown; his wife is a business administrator in Wilmington Memorial Hospital. Their sighting was investigated by NICAP staff members Stuart Nixon and Isabel Davis and they were later questioned further at NICAP headquarters by Dr. James E. McDonald. The witnesses were articulate, unemotional and cooperative in both their interviews.

Washington, D.C., August 1, 1966;
On July 31 and August 1, 1966, there was a flurry of sightings in the general area of Washington and Baltimore. Prince Georges County police watched lighted objects maneuvering erratically across the sky. In Baltimore, residents of the Country Ridge housing development were awakened early in the morning of August 1 by barking dogs. At least two families saw a hovering, egg-shaped object with flashing lights on the top and bottom. The object made a loud whirring or whining noise, according to the Baltimore News-American (8/1).
That night, physicist Vasil Uzunoglu, a consultant on micro-electronics, was driving north and east on the Capital (Washington, D.C.) Beltway about 10:55 p.m. (EDT). He had passed Andrews Air Force Base when, out of his open left window, he saw a light descend and appear to hover briefly, then move rapidly to the east. Minutes later an oblong object "like a submarine" descended over a house to his left.
This time the UFO was much closer, its apparent size as large as the house. Dr. Uzunoglu slowed his car and looked at the object, now an estimated 200 feet away, for about ten seconds. At this point it showed details of structure: a peaked top with a red light; an apparently rounded undersurface with red lights; and a large yellow revolving light slightly off-center.
"I could see clearly the top of the body, which was a dark, non-shining material with no sharp edges," he told NICAP. "The most striking part was the eye-like object off-center to the right, with two distinct yellow regions. . . (The lower region) was revolving, blinking or scanning. . ."
Dr. Uzunoglu turned his attention to the highway again, noting that no other cars were in sight. When he glanced back again, the object was moving south "at a very high speed and comparatively low elevation." He said it disappeared in seconds.
In one of the recurring ironies of the UFO controversy, the March 1966 Michigan "swamp gas" sightings received all the publicity while similar localized waves elsewhere remained all but unknown. Such a concentration of close-range sightings occurred in eastern Massachusetts a month after the "swamp gas" reports.
A summary report for the month, prepared by Massachusetts NICAP Subcommittee Chairman Raymond Fowler, logs 18 sightings between April 11 and 23 along the eastern Massachusetts shore from Danvers, north of Boston, to Attleboro, near the Connecticut border. The large majority of sightings occurred over city residential areas, and the predominant shape of the reported objects was oval. Virtually all had body lights; several gave off high-pitched humming noises.
On two consecutive nights, April 18/19 and 19/20, there were at least 6 reports. About midnight on the 18th, Mr. and Mrs. George May of Sharon were arriving home when they saw an egg-shaped object descend and hover about 500 feet above an open field adjoining their property. At each end of the UFO was a small red light. A band of yellow light across the length of the object gave the impression of windows. After about ten minutes, the UFO rose slowly in an upward slant, then accelerated and rapidly disappeared.
On the evening of the 19th, a group of people gathered at the May home in hopes of seeing the UFO sighted the night before. About 11:45 p.m. some blinking, color-changing lights were noted in the northeast. Mrs. May called the Sharon police, and two officers were dispatched to the scene. About midnight, the two officers were relieved by a new shift, Sgt. Bernard Coffey and Officer Frederick Jones. Nothing of consequence transpired for the few minutes that the first officers were present, except the sightings of distant lights in the sky. Sgt. Coffey's report of what followed:
"About 12:10 a.m. . . . Officer Jones and myself watched these distant lights with the Mays. One of these objects was in a northwesterly direction, similar to a star, only brighter. It appeared to be rotating and changing colors from red to white to green. There were two other objects of the same description in a southwesterly direction. While we were observing these distant lights, Mrs. May said `here it comes,' or `there it is,' and we all looked in an easterly direction.
The object appeared to be a falling star at a great distance, only three times the size of a star, and brighter. Within a matter of two or three seconds the object appeared over the tree line on the easterly side of the field in front of the Mays' house about 200-300 yards away from us and approximately 500 feet up. When it was hovering over the tree line it appeared as a very bright, large mass of white light with a ballish [round] appearance. It made no noise whatsoever and did not cast any light onto the tree line or ground below.
"The object stopped and hovered over the tree line for approximately two or three minutes. While it hovered a plane passed over in a northerly direction. When the plane moved off the object started to move across the field in front of us in a southwesterly direction. As the object passed in front of us I viewed a red light in front and a red light to the rear that remained on (not flashing) and a wide section of white light extending from red light to red light and appeared to be inside lights.
I concentrated on trying to see inside of the object for any figures or movements but failed to detect any signs of life or figures. I feel as if I did see inside the object. The object disappeared as it went over the tree line in a southwesterly direction."
Also on the early morning of the 20th, Mr. David Clapp of Sharon was driving in a northeast direction about a mile from the May home. About 12:15 a.m. he saw a very bright light headed south at a height of 500 to 700 feet. He stopped his car, rolled down the window, and saw the UFO abruptly reverse direction. The light moved rapidly north and disappeared as if into clouds. About the same time, a Sharon woman (name and report on file) was a passenger in a car going east southeast at a position less than a mile from the May home. She saw a bright white light with smaller red lights at each end moving slowly southward at an estimated altitude of 800 to 1000 feet, below some scattered clouds. The light disappeared upwards as if into the clouds.
Earlier in the evening of the 19th, Mrs. Peggy Kudla in Bellingham, several miles west southwest of Sharon, and another witness, saw a narrow oval or cigar-shaped object of very large apparent size, at first tipped at an angle. At each end was a bright red light, steady at first but blinking later as the UFO moved away. As it began moving, it tilted to a level position. The time was about 10:00 p.m. (EST). The UFO hovered, moved up and down and back and forth over a small area. It was silent while hovering, but gave off a high-pitched hissing sound when it moved. The UFO appeared to be at an altitude of about 200 feet and at its closest point was estimated to be about 300 feet away.
Mr. Fowler's report on the events of April 19 adds: "On this same night at 8 p.m. an oval object giving off a `piercing humming sound' was seen passing over Stoughton, 20 miles west of Bellingham [near Sharon]. It was heading west, toward Bellingham. At 8:11 p.m. two oval objects with red and green lights were sighted near Hartford, Connecticut, hovering over the Rocky Hill Veteran's Home and Hospital, according to a report received by the Rocky Hill police.
At 11:45 p.m. at Quincy, Mass., about 30 miles northeast of Bellingham, there were sightings of disc-shaped objects with red lights hovering and then `swinging like a pendulum'. The Bellingham sighting is typical of the many reports received by the NICAP-Massachusetts Subcommittee."
Since a local advertising plane had often touched off UFO reports, Mr. Fowler checked and learned that the plane did not fly at all on the night of April 19.

Spring 1964;
After a lull in UFO sightings in the early 1960s, a new wave of reports occurred during the spring of 1964. Among the many sighting reports was the widely publicized Socorro, New Mexico, landing case, on April 24. Across the country, literally from coast to coast, other structured objects were observed at relatively close range. These close approaches, landings and near-landings were to set the pattern for the next four years. Although they had happened before, on occasion, the numbers of such close-proximity cases were unprecedented.

Sunnyvale, California, June 2, 1964;
While driving toward her home on McKinley Avenue at 10:30 p.m. (PST) on June 2, Mrs. Bruce A. Holmes, of Sunnyvale, California, saw a strange-looking object about a city block's distance from her. The UFO hovered motionless over neighborhood homes at an altitude estimated to be no more than 150 feet and appeared to be about as large as "an 18 by 24-foot living room." The main body of the object was similar to a blimp, somewhat cigar-shaped, but fatter - possibly the shape of a disc thickened at the center. It was dark and barely visible against the darkened sky.
Below this body a slightly rectangular, flat, box-like area was brightly illuminated. The light was shining downward and appeared to come from within this box-like section. Around the entire bottom edge were what appeared to the witness to be "fluttering flags." These were white, and either lighted or reflecting the light from within the boxed area. Although the object itself was quite motionless, the appendages were in constant motion, reminding the witness of the flags used at service stations to attract the attention of customers.
Mrs. Holmes continued toward her home, parked her car and ran into the house to summon her husband. As they hurried outdoors, the object had already begun to move off and upward at about a 40-degree angle, and it was some distance away, heading southeast toward San Jose. The witnesses watched it grow smaller as it moved toward the horizon, between two large trees.
Its speed was about that of a propeller aircraft. Suddenly, the object shot quickly to the left behind one of the trees at extremely high speed, then back again across the same path to the right, behind the other tree. It then moved back into view between the two trees and was joined by two identical objects. The three UFOs continued in the direction of San Jose and disappeared over the horizon. The total length of observation was about ten minutes. The weather at the time of sighting was clear, with a 10 to 15 m.p.h. wind from the north.

Lawrenceville, Illinois, June 8, 1964;
Mrs. Helen Reed, who lives on Route 50 near Lawrenceville, Illinois, described a close-up observation she made of a peculiar- looking object on June 8. At 9:30 p.m., while in her backyard, she looked up and saw a strangely-lighted object in the vicinity of her barn, close to the ground - not more than ten or 15 feet high. It was a typical domed-disc with a flat bottom and when first observed, the dome was glowing a soft, luminous blue. The object moved erratically away from the barn and the dome turned a bright red-orange in color. It executed several sharp, right-angle turns and disappeared behind the shed.
Walking over to a position between her barn and shed, Mrs. Reed saw the object approach at a moderate speed and then stop within 50 feet of her. She estimated it was no more than 15 feet in diameter and she later described a series of round, yellow lights that encircled the base. These lights were "brighter than headlights," but caused her no discomfort as she watched.
The lights then began to rotate from left to right and Mrs. Reed saw that there was one space where a light appeared to be missing. The object hovered in the same position for several seconds, the speed of revolution increasing to a very high r.p.m It then began moving off, making a sharp, right-angle turn toward the north. Without gaining altitude, it disappeared rapidly from view. Mrs. Reed said that as the object departed, its yellow lights were rotating so rapidly that it gave the appearance of a single yellow band around the base. The entire sequence of events had lasted perhaps ten minutes.

Lynn, Massachusetts, June 15, 1964;
A close-range sighting of a domed UFO occurred at Lynn, Massachusetts on the night of June 15. In a NICAP report obtained by Advisor Walter Webb, William Angelos, 20, a technical school student, said that while watching television at 11:10 p.m., he heard a loud, throbbing noise "similar to a rough-running piston engine" immediately outside his family's apartment on Henry Street. His mother, who had just retired, also heard the noise.
Angelos immediately rushed to the door of their apartment, which was located on the ground floor. Looking out into the courtyard between three apartment buildings, he first noticed a red light above the parking lot in the courtyard. He then saw that the red light was on the underside of a large, solid, almost colorless object hardly more than 20 feet away.
The object was shaped like a disc, oriented in a horizontal position, flat on the bottom and with a domed upper surface. When first noticed, the domed disc was approximately 12 feet above the pavement, so that it was seen against the wall of the building on the opposite side of the courtyard. It ascended slowly in a nearly vertical climb toward the west southwest and disappeared in the WSW sky at an elevation of 45 degrees, after a duration of at least a minute.
In his investigation, Webb discovered that several other neighbors had heard the loud sound. At least one had seen the red light flashing through her window at approximately the same time Angelos reported seeing the disc ascending. Other neighbors reported having experienced television interference at the same time.

This comes from nearly fifty years of our close involvement monitoring the various forms odd aerial phenomena have taken, from aerolites, to airships, to mystery aeroplanes, to ghost rockets, to flying saucers and to the modern views of UFOs.
When the term "UFO" is used here, it is presented in the strictest definition. It does not mean space ship, extraterrestrial vehicle or the like. It means what it says: "unidentified flying object," something in the air that is not known with certainty. Probing such phenomena is not a silly pastime as has often been displayed in the media. Does one label another a "kook" or a "nut" when he/she observes transient weather phenomena that can't be immediately proven, like sun dogs, rainbows, ball lightning, or space phenomena like meteors or transient lunar flashes? Silliness springs forth when ill-grounded interpretation of these phenomena by assorted pundits from all walks of life comes into play.
Consequently we will not be dealing with enthused support of space brother messages, wild government conspiracies and alien invasions. If anything, we will be exceedingly critical of these issues. We feel that the injection of undisciplined rhetoric into discussions of UFOs have ruined a legitimate area of inquiry and created a very poor public image that will be difficult to remove.

TIME: September 2006. The U.F.O. Historical Revue was buried along with the airships of the 1890s. But like many UFO stories, UHR is back from the dead. As oldstyle print journals disappear from the newsstands, digital technology allows special interest topics like unusual aerial phenomena to survive through small publications like this without the expense of hardcopy production.The same digital technology now allows us to do research like never before. Billions of pages of information are at our fingertips. With a few clicks we can retrieve government documents, read old newspapers and see detailed photographs.
While UHR slept a waterfall of information rained from cyberspace virtually daily, bulging out research binnders and folders with the most astonishing events that would otherwise have remained lost or delayed indeterminately.his assortment of oddities should flow into the open again. At the same time we note that many names from the past have left us in recent times. John Keel, Richard Hall, Robert Todd, Al Chop, and a host of other researchers and witnesses are lost to us now, except for the results they left behind. It remains for others to continue to unearth and sift what is out there to be discovered, that which those before us did not have the time to reach.
It is thought that a revived UHR can help fill the void from the loss of Hall’s Journal of UFO History.The original plan of UHR was to deal exclusively with pre-1947 aerial phenomena, i.e. aerial phenomena of the distant past. But as I look around it seems that what used to be modern times are rapidly becoming the distant past.There are many adults now who don’t have clear memories of even the 1980s.
So while the primary focus will still be aerial phenomena of long ago, there will still be occasional forays into the late twentieth century if the need arises. Matters relating to government documents (something about which the editor has had a periodical prior to this one) will be given special pages in UHR also when a need arises. There is no release schedule at the moment. “Belief” in UFOs does not exist within these pages.
Such phenomena are noted, researched and reported, but no exotic theories will be endorsed lest UHR join the overcrowded bandwagon of believing answers for which there is inadequate evidence, a chronic problem of this topic for over 60 years now. In this nation that embraces extremes there is nothing wrong with taking a position that while UFO reports are interesting and worthy of investigation, there is no need to force a square conclusion into a round question. There can be such a thing as going forward by looking back. So it begins again.
FBI ACADEMY RECORDS REVEALED;
During the time of publication of the book Clear Intent by Larry Fawcett and myself, I was also a member of Massachusetts MUFON, a state chapter of the Mutual UFO Network. Occasionally tidbits of information regarding government UFO secrecy would come the way of the organization. A good deal of these leads would be junk but a few were worthy of additional inquiryIn 1986, the director of Mass MUFON, Jim Melesciuc, received a communication from his brother in Washington, D.C.
It seemed that while exploring the library of the FBI Academy in Quantico, Virginia he came upon unusual records.On microfilm were numerous examples of press coverage about UFOs over a wide range of years Jim’s brother decided to do a comprehensive search of the film since he knew his brother was interested in the topic. His first pass yielded eighty articles that were copied and sent to Jim. Subsequently, there were further visits to the Academy, ultimately filling five folders with UFO press coverage from 1978 to 1991.
The clippings dealt with a wide range of subjects, from UFO secrecy to sightings to feature articles about personalities.One was even critical of the government’s management of UFO reports.

FBI Academy Subject Categorizations;
From all appearances, the microfilm was created to inform future FBI agents about the UFO topic. How the press coverage was collected is unknown. There seems to be no labeling of the clippings by a press agency. Each item was cut a t and pasted to fit an 8 ½ X 11 sheet. In the lower left corner of each sheet is a number description, looking like a roll and frame number to locate a particular clip when needed. Four sets of a letter code also appeared on the sheets, their way of subject categorization.One of the codes
“INT” hasn’t been identified but “ENV” seems to stand for “ENVIRONMENT, “ and “SCI” stands for “SCIENCE” (see above).
The most interesting code was the fourth. “TRA” appeared on most of the sheets. This code was clearly defined because on many pages it was spelled out: “TRANSPORTATION.” It isn’t known whether or not the record keeper was trying to be funny but the category stood and was used nevertheless.
With no evidence that a clipping agency collected press for the FBI Academy up to the early 1990s, were there instructions to FBI field offices in the nation’s cities to assemble UFO clippings, send them to an FBI administrative office where they would be processed and microfilmed?
The finished product would then be sent to the FBI Academy (and elsewhere?).So we wonder: Why was money budgeted, and instructions given, for a government agency to preserve UFO information long after the end of the official investigation?

RAMEY MEMO REDUX – LINE 5;

"After a lull in interest, there has been a recent renewal of discussions about the “Ramey Memo”(ROSWELL), on Internet lists.The usual banter was swapped as to whether or not the document (as I will call it from here on as there is no evidence that it is a memo) is a top-secret message regarding Roswell aliens or merely a teletype taken from a newspaper office in Fort Worth, Texas. For those unfamiliar with the Ramey document, it is a folded piece of paper held in the hand of Brigadier General Roger Ramey, head of the 8th Army Air Force based at Fort Worth, Texas.
On July 8, 1947, photographs were taken of Ramey, his chief of staff, Thomas DuBose and Roswell AAF officer Jesse Marcel Sr. by J. Bond Johnson, a Fort Worth Star-Telegram photographer, in response to an AAF press release that the debris recovered from the alleged Roswell UFO crash was a weather balloon.The debris itself was displayed in an office for Johnson to photograph, which he did and his pictures were widely distributed the next day in national newspapers.
One can see in photo prints that the document being held has lines of text at the edge of visibility. Attempts have been made over the years to enlarge that portion e that portion of the photograph. The text however remains at the extreme limit of resolution.
A few words do seem to be visible, asserting the document’s relevance to the Roswell incident, but little else is clear. Readers of UHR will recall that I dealt with this debate in the March 2004 issue, titled, “An Observation on the Ramey Memo.”

In it I offered the possibility that the document showed signs of being a teletype dispatch, typical of a news wire taken from a newspaper office rather than being a military/government document with details of the recovery of an exotic machine possibly from another planet. Not surprisingly some Roswell proponents of theproponents of the extraterrestrial notion reacted with anger.
Nevertheless, it didn’t seem that there was any hard consensus beyond a few words as to what the document said. On August 26, 2009, it was a hot summer afternoon. Not much could be done in the heat so I sat for a while to stare at a blow-up of the Ramey photo to once again take a try at picking out words to recognize (see Figure 1).This had become a regular part-time activity for some UFO researchers since the photo was enlarged years ago.
The possibility of revealing sensation evidence of UFO reality and government cover-ups through this document was irresistible for those who have been involved in such research for decades.All one had to do was decipher the distortions and blobs that characterized the text; For my part, in between stares I pulled old clipping volumes of Roswell coverage to remind myself of the reporting on the story for July 8-9, 1947.I tried running the picture through a variety of Photoshop computer enhancements by brightening or darkening the image.
It was to no avail.“How would anyone ever get this mangled, messy text deciphered,” I thought; It seemed unlikely that muck could be enhanced! Wasn’t there anything better to do on a nice summer day?
Getting a little weary I noticed a cardboard pair of 3-D red/blue glasses from some leftover movie I had once seen hanging from a holder above my computer screen. Looking at it I said, “Oh, why not.” The idea of using them seemed rather pointless, as I was not even looking at a 3-D picture. But nothing was being accomplished otherwise.I put it on. Oddly enough using the 3-D filters somehow injecting a small amount of clarity into the image, much like a pair of yellow sunglasses, (as has been advertised on TV) seems to make the landscape much clearer.
It was certainly not enough to make the blobs more readable but it was enough to make patterns stand out more. I focused upon the portion of the Ramey document that seemed to be a little clearer than the rest. It is an oval area on the left side of the text, a short distance from the right side of Ramey’s thumb that obscures part of the document’s text (see Figure 2). A few words like “…AT FORT WORTH, TEX.” and “…THE ‘DISC’..” seem to stand out enough to gain a general consensus as to these decipherments;
On the next line down where “THE ‘DISC’” seems apparent, what I will call “line 5” out of the total of eight lines visible on the image, the previously mentioned oval area of visibility had text a bit easier to read, that I attribute to that part of the document perhaps being a little closer to the camera lens by means of its appearance of being held in a rumpled manner by Ramey and folded in an arch toward the lens.
I kept looking with the 3-D filter and noticed a pattern, a pattern that seemed familiar. But before I continue, a bit of explanation is needed about the length of words To check their letter lengths, I used “letter stacking.” The lines of text formed on a machine, like a teletype or an old typewriter, have regular spaces between letters, words and lines.With letters poorly focused and defined, making them virtually unreadable, the number of characters in each word could be measured by running a straight vertical line from the centers of letters above and below the line in question to the centers of letters of the words in that line (see Figure 4).
It is like placing a grid over the page and counting the letters and spaces that give your word length. It can even work when the page of a piece of paper is curved in the manner that can be seen in this document With this in mind, and a 3-D filter at the eyes, a pattern was noticed. The second word in line 5 (see Figures 5 & 6), a six-letter word, gave the strong impression of ending in “GHT.”
Thinking this was an artifact of the 3-D filter I took it off and looked again. The impression was still there. A six-letter word ending in “GHT” didn’t make much sense. “SOUGHT,” perhaps? But the article was supposed to be about something that was already found. But then I recalled one of the clipping volumes.
Having just previously read clips in between pondering the photo, I went back and flipped through it again. There was a press clip from the San Mateo CA Times of July 8th Late edition papers for the 8th had carried the breaking Roswell debris news. Reading down the clip I saw this: “Lt. Warren Haught, public information officer at Roswell said….” And the quote continued to his press release. “HAUGHT” stood out like a sore thumb.
It was a six-letter word with a “GHT” ending in an article related to Roswell. As long-time Roswell pundits notice here, “Lt. Warren Haught” should actually be “Lt. Walter Haut,” the “PRO,” or Public Relations Officer, at Roswell Army Air Field.The press had butchered Haut’s name, probably in the rush to published news about Roswell.
In the first rush of publicity after Haut sent out a press release on the recovery of a flying disc, the base and Roswell media were bombarded with phone calls from world media about the story. Most certainly, one or more wire reporters heard Haut’s name and spelled it phonetically, not even getting the “Walter,right;

I have included links for" NICAPs UFO investigatory documents" as these docs are very important for a understanding how the military ect where perceiving the genuine cases of high strangeness UFO reports;The links to these documents need a bit of serious study to begin to perceive and understand the sheer scale of the different "waves" and "flaps" of UFO sightings and reports that occurred in the respective dates and years they occurred;

Space Shuttle Thrusters, Light Flashes, and Ice Particles

"In a discussion with a NASA aerospace engineer familiar with the space shuttle reaction control system, I learned that the thrusters never generate any light while operating, but they always emit a small cloud of unburned propellant just before the thruster fires and a much larger cloud immediately after the thruster shuts down. The post-burn cloud may be visible, but only when reflecting sunlight.
The pre-burn cloud is never visible to the human eye but might be detected by a light-sensitive camera. Any light flashes seen in space shuttle videos cannot be from a thruster unless they coincide with the beginning or end of a rocket burn. The consequences of this information in regard to two videos of apparently anomalous objects taken by shuttle video cameras are described".
Introduction;
As described in previous articles here and elsewhere, several objects in the STS-48 video of Sept. 15, 1991 seem to react to a flash of light by changing course. According to James Oberg and others associated with NASA, the flash of light was caused by the firing of a small reaction control system (RCS) thruster on the space shuttle. Oberg has asserted that:
The RCS jets usually fire in 80-millisecond pulses to keep the shuttle pointed in a desired direction, under autopilot control (usually once every few minutes). These jets may flash when they ignite if the mixture ratio is not quite right. Propellant also tends to seep out the feed lines into the nozzle, where it accumulates, freezes through evaporative cooling, and flakes off during the next firing. The ejected burn byproducts travel at about 1000 ft/sec. One pulse usually emits about a quarter pound of propellant in a fan-shaped plume.[1]
While I've written several articles pointing out flaws in the interpretation of the light flash in the STS-48 video as the product of a thruster firing, I had no reason to question the above description of thruster operation because Oberg had a long career as a flight officer in the Mission Control Center at Johnson Space Center, and frequently appears as an expert on spaceflight for TV news and on the lecture circuit. But it turns out his description is wrong or at least misleading on several important points.
I recently had the opportunity to discuss various aspects of the space shuttle's RCS propellant supply system with a NASA aerospace engineer who was involved in the design, testing, and performance evaluation of the RCS from the nearly the beginning of the shuttle program. Unlike Oberg, this engineer observed tests of thruster firings close up on a routine basis. Most of our discussions were related to work I am doing and was focused on the ingenious system that dependably supplies fuel and oxidizer to the rockets under weightless conditions in space as well under Earth's gravity during reentry. However, he also described what happens on the business end of an RCS thruster when it fires.
RCS Propellant Behavior Before, During, and After a Thruster Burn;
All of the space shuttle's rocket engines use the same "hypergolic" propellants, meaning two different chemical compounds that ignite on contact without the need of any ignition source such as an electrical spark. The fuel is monomethyl hydrazine (MMH) and the oxidizer is nitrogen tetroxide (NTO). This is fairly common knowledge and can be found on many web sites.[2]
The important fact about the RCS thrusters that I learned from the NASA engineer is that the two valves that simultaneously open to admit MMH and NTO into the rocket combustion chamber are not located immediately next to the combustion chamber walls. The valve mechanisms cannot withstand the intense heat generated by combustion (about 3500° Celsius). So the valves are mounted on a "thermal standoff" plate some distance from the combustion chamber and are connected to it by tubing, as shown in the diagram of a vernier RCS thruster[3] in Figure 1.

When the thruster starts firing, the propellants are briefly exposed to the vacuum of space after flowing out of the opened valves until they reach the combustion chamber and ignite. While exposed to vacuum, some of the liquid propellants boils off into space and then immediately freezes into "microscopic snow," as this engineer called it. In the case of the small thrusters, this happens so quickly over the short distance from the valve to the combustion chamber (about 2 inches) that the amount of "snow" generated is too small to be seen.
When the valves are closed to shut the thruster down, small amounts of propellant are trapped in the tubes between the valves and the combustion chamber. The engineer called this volume of trapped propellant the "dribble volume," perhaps because it was observed to just dribble out of the thruster after shutoff during ground testing under atmospheric pressure. But in the vacuum of space, the "microscopic snow" also forms after shutoff just as it does at startup. But the dribble volume is large enough that the snow generated can be seen as a white plume in reflected sunlight. It is totally invisible without some external source of illumination.
The claim that significantly more unburned propellant is expelled at the end of a thruster burn than at the beginning appears to be supported by the telemetry records for the combustion chamber pressures of the Discovery's thrusters during the STS-48 mission, which I obtained from the NASA FOIA office.
Figure 2 shows a plot of the combustion chamber pressure versus time for the thruster burn proposed as the cause of the light flash in the STS-48 video. At the beginning of the burn, the pressure quickly rises from 0 (vacuum) to 110 psi, but after the thruster is shut off, the pressure stops its rapid decline and tails (or dribbles) off again to zero.
This tail region evidently is the pressure generated by the unburned liquid propellant trapped in the "dribble volume" evaporating into space. The record of STS-48 thruster firings I have is for a time period of 45 minutes with many burns recorded for all of the shuttle's vernier RCS thrusters, and every single one of them has the same steep rise at ignition and the same small "tail" after shutoff. Since it is a feature of every thruster firing, an associated emission of a visible plume of propellants is most likely to be present, too.

The engineer likened the plume of small ice particles to the smoke that pours out of the barrel of a gun after the muzzle flash. Then he added "but there is no 'thruster' flash." Quite to the contrary of what might be construed from Oberg's assertion, there is no "flash" in the sense that the propellant itself generates little if any light at all during a burn. The unburned liquid propellant can be said "flash" to a vapor after thruster shutoff, but this refers only to the rapid phase change from liquid to gas, not to light emission. While Oberg may have been aware of this fact, his description was unclear about the meaning of the word "flash" and I doubt the meaning was apparent to many of his readers.
Mr. Oberg has asserted that:
It should also be pointed out that as all experienced observers of shuttle TV images realize, the visible flare of these jet firings is only an occasional and sporadic feature of their actual firings, which at other times -- especially in periods of smooth, stable propellant flow -- can be invisible.[4]
The evidence of the combustion chamber pressures indicates that there is nothing at all "sporadic" about this phenomenon. The numerous photos of shuttle thrusters emitting plumes provide more evidence that they are predictable result of a thruster shutoff. I have been puzzled for a long time about why the rocket combustion gases were so easy to see when they are supposed to be nearly invisible.
puzzle is apparently solved: these photos show jets of microscopic snow at the end of the firing cycle in reflected sunlight. In Figure 3, plumes from two primary RCS rockets on the left can clearly be seen.[5] The dull reddish glow on the right is apparently from an aft-firing primary thruster, making a total of three thrusters simultaneously emitting plumes of what must be unburned propellant – an unlikely coincidence if such emissions were sporadic rather than routine consequences of thruster firings.

In the event that there is any instability during a thruster firing that causes the fuel-to-oxidizer ratio to be out of balance, the unburned propellant would be unlikely to form snow as it exits. According to one reference,[6] "Hydrazine ... is technically stable to about 250 C." At the 3500 C temperatures in an RCS combustion chamber, any excess MMH fuel would be converted to a gas, decompose into simpler component gases such as water and methane, and finally exit the thruster nozzle unseen along with the combustion products.
A blockage of propellant flow long enough to intermittently halt combustion and cause "snow" to be generated in mid-burn could be extremely dangerous, according to the NASA engineer. If the thruster were not shut down immediately, such a malfunction could potentially lead to an explosion and even loss of the vehicle.
In the light of this new information, it seems that several things that have been written about the STS-48 video have to be reconsidered concerning the behavior of space shuttle thrusters. Another video taken during the more recent STS-102 mission also is reexamined here because of its similarities with the STS-48 video.
STS-48;
A time-lapse composite of video frames before and after the light flash is shown in Figure 4. Several objects move almost immediately when the light flash occurs. Their position at the time of the flash is indicated by the red dots in the image. The light flash and movements of the objects has been attributed to the orbiter's L5D thruster (left side firing down).

Since there was no serious malfunction during the STS-48 mission, if the light flash observed were from the L5D thruster, it could only mark the end of the thruster burn, not the beginning. Figure 5 shows a graph I made for an earlier article[7] concerning this light flash. There is a faint "pre-flash" that might seem to fill the role of a very brief jet of "snow" at the start of the thruster firing, assuming the camera, which was set to for low light levels, could detect light that is too faint to be perceived by the human eye.
The pre-flash occurs 0.4 seconds before bright "main flash" that seems to have caused the objects in the video to move. But the L5D thruster firing supposedly responsible for the flash was 1.2 seconds in duration, so the pre- and post-burn flashes should have been 1.2 seconds apart, not 0.4 seconds. Worse for the thruster theory, the exhaust exits the nozzle at a speed of 3500 meters per second.
If it is assumed that the exhaust plume hit the objects just as the thruster shut down, the objects would have to be over 4 kilometers away from the shuttle, since that is the distance the exhaust plume would travel in 1.2 seconds before impinging on the objects.

There is a third pulse that occurs roughly 1.3 seconds after the main flash that might be suspected to be the rocket's shutdown flash, but again it is much fainter than the main flash, which shouldn't be the case if the third pulse was the light from the dribble volume of fuel escaping after thruster shutdown. And there should be only one or two light pulses, not three.
However, a post-burn jet of "snow" might explain one seemingly anomalous characteristic of the light flash I noted in my previous article: the three light pulses occurred during a period of elevated background brightness in the image that lasted for at least 5 seconds, which is much longer than the 1.2-second duration of the thruster firing.
The jet of snow at shutdown probably travels at a much slower rate than the 3500m/sec speed of the (invisible) plume of combustion products during the thruster burn. Moving at a slower rate, it would disperse much more slowly than combustion products and thus linger as a diffuse cloud, perhaps reflecting enough sunlight to raise the background brightness for several seconds. So this one characteristic of the post-burn plume from the thruster might support the thruster hypothesis.
But all its other characteristics make the thruster hypothesis seem even more preposterous than it did when I wrote the earlier article, which assumed that thrusters can "flare up" sporadically, as Oberg would have it.
STS-102;
The relationship between thruster firings and "flashes" of light reflected from unburned combustion products also has relevance to a video taken during Space Shuttle Discovery's STS-102 mission in March 2001. As in the STS-48 video, a light flash occurs in the STS-102 video and a slow-moving object abruptly changes course. This is shown in the time-lapse composite of Figure 6. Another object appears at the top of the frame and seems to pursue the slower-moving "main" object. A high-speed object also appeared to be pursuing Object M1 in the STS-48 video, but was moving too fast to be captured in the time-lapse image of Figure 4.

In a previous article[8] I noted that the time display in the Mission Control Room, which appeared briefly in the STS-102 video, indicated that the light flash occurred at least 5 seconds before the closest thruster firing, which occurred at 12:30:39 GMT. Since it is impossible for the thruster firing to be the cause of an event that preceded it in time, it could not have been the cause of the light flash – assuming the mission control time display was accurate.
Another event occurred in the STS-102 video that has been suggested as support for the "prosaic" thruster hypothesis. This event was a second flash of light that occurred 1.3 seconds after the first flash. As it happens, 1.3 seconds was also the amount of time that elapsed between the start of the 12:30:39 firing suspected to be associated with the light flash and the next firing at 12:30:40.3.
While I assumed this was probably a random coincidence, the argument has been made that the elapsed times are the same because the flashes came from the thruster at the beginnings of the two firings. But as previously noted, the NASA engineer said that the visible plumes of unburned propellant come at the end of a thruster firing and not at the beginning. In this case, the elapsed time between the end of the first and second firings was 0.96 seconds (12:30:39.548 GMT and 12:39:40.508 GMT) – significantly less than the 1.3 seconds between the observed light flashes.
The elapsed time between the end of the first and second thruster firings does not agree with the elapsed time between the first and second light flash, assuming the visible flashes mark thruster shutoff, as the NASA engineer asserted. In that case, a rocket firing can be ruled out as the cause of the object's motion in the STS-102.
Even if it is assumed that the light pulses come at both the beginning and the end of a thruster burn and that the startup pulse can be brighter than the shutoff pulse, Figure 7 shows the actual brightness curve still cannot be matched to a thruster firing. The first peak at time A (when the "main object" in the video changes course) might correspond to the startup pulse of the thruster burn and the second peak at time B might correspond to the "shutoff" pulse. But the peak at B would be 0.37 seconds into the 0.48-second burn, assuming it started at time A in Figure 7.
This would indicate the burn was prematurely interrupted and that a "snow" of unburned propellant was being expelled from the thruster rather than the hot gases of combustion more than 1/10 of a second before the intended thruster shutoff. Such a premature interruption of the firing could signal a potentially serious problem with the propellant supply, such as the ingestion by the thruster of a large bubble of helium.
Helium is the gas that is used to pressurize the propellant so that it will flow to the thruster immediately when the fuel and oxidizer valves are opened. A small amount of helium is always in solution with the liquid propellants, but it is never supposed to form large gas bubbles in the propellant lines.

Conclusion;
There are only two cases that I know of in which objects in a space shuttle video react to a light flash with a radical change in course: STS-48 and STS-102. The information I've received from an expert in the shuttle's RCS propulsion system provides a compelling refutation of Oberg's argument that thruster firings were the cause of the objects' behavior in both cases.
Another assertion by Oberg that is incorrect is that propellant seeping out of propellant lines and freezing in the nozzle is a routine occurrence on the orbiter. To the contrary, it is an indication of a potentially serious leak according to the NASA engineer.
If such a leak is detected the caution and warning system notifies the crew that a "Fail-Leak" condition has occurred. The leaking thruster is then isolated by shutting valves upstream of the leak. There is no record that I know of that any such failure occurred during either STS-48 or STS-102, at least during the time when the videos were taken. Based on Oberg's statements, it had seemed to me that in both the STS-48 and STS-102 videos the high-speed "projectiles" seemingly pursuing slower-moving objects might be explained as ice chunks expelled from the nozzle during the rocket burn.
But as the presence of such ice in the thruster would indicate a possibly serious problem with the shuttle propulsion system, this explanation no longer seems feasible.
Finally, Oberg stated that the speed of the RCS rocket exhaust gases is about 1000 feet per second. Their actual speed is 3500 meters or 11,482 feet per second.[9] That is ten times faster than the speed he cited. This error is of no great importance to the question of apparent anomalous objects in shuttle videos. But it is one more indication that while Oberg may well be an expert on many aspects of space flight, he evidently has no particular expertise or experience with the RCS propulsion system.
While the NASA engineer I spoke with was a legitimate authority on the space shuttle's RCS rockets, it should be apparent from reading this article that I have not simply made an appeal to authority here just because what he said severely undermines the "prosaic" explanations for these space shuttle videos. Instead, I've tried to verify his assertions to the extent feasible by checking independent references and data sources such as the RCS combustion chamber pressure records for STS-48. Everything I've found was consistent with what he told me.
The brightness curves for both the STS-48 and the STS-102 videos do not match what would be expected for reflected light from unburned RCS propellant if it is assumed that the light flash comes only at the end of a thruster burn as asserted by the NASA engineer I discussed the question with. Even if it is assumed that a light flash can be detected at the beginning of a thruster firing by a light-sensitive camera, the brightness curves in both videos still do not match what would be expected for a thruster burn.
