Ad far as I know, Fentanyl was first produced in China. But also the chemicals to make it were easily available of order. China cooperated with the US at first, and took down some of these operations. This is when the operations shifted to Mexico for the production of Fentanyl. The ingredients were probably still coming from China.
Now the narcos of course see that it is cheap as hell, and super potent. At first they mixed it up with heroin. But lately they have been mixing it up with more drugs. People started testing their drugs for it, but sometimes only one side is fentanyl based. So you'd need to test the whole pill for example.
In more recent years the US reached out to China again, but since relations have gotten worse China just responded with: We do not have a supply problem, you got a demand problem. Something which they are not wrong about, since a lot of the fentanyl demand arose from the opiod crisis created by the Sacklers. The problems seems to also just be contained to the US mainly. Europe does not have the same issue for example.
