I think we should have an IQ test and if you score less then the median you can't have kids. If you're in the 50-75th percentile you can have one to two kids and if you're in the 75+ Percentile you are legally required to have three kids.

Same thing for people with severe diseases. No Kids for you. Mild Diseases can have kids. Clean people are green light.

That should cure AIDS, Cancer, and Stupid.
