A Technical rapper is a rapper who is good based on technical abilities like flow, lyrics and delivery without judging the actual music.
when they say "technical rapper" they mean:
Agree on this, especially about being good and not a judge. Of course art requires study, experience and observation but I think some people just do or do not have a certain ability that makes them outstanding.
The best thing I think someone can do in the beginning is find what is inside themselves that makes them unique and special as an artist, then build upon it.

And as an example of someone who is a good rapper but is not a good technical rapper I would say Eric Sermon.

You can have great lyrics without having technical lyrics though..
Rhyme schemes, multies, wordplay, alliteration etc.etc. is all a part of being a great technical writer, but concepts and content for instance got no part in the technique, i.e. it's not a part of being a technical rapper..
Take 2pac for instance, decent flow, decent rhyme schemes and decent everything, but nothing special.. Not really a technical rapper at all, but still, some of his lyrics ARE great. He could pull of any type of track and make the listener FEEL it. Perfect example of a good rapper with little technical skill.
