This is funny.

Although I don't put it past the US to do this since we did the same thing back in Pearl Harbor, We knew they were launching the attack but didn't put our men on alert because the image of 18 year olds playing baseball in Hawaii getting bombed without warning is more sensational and would inspire our war effort.

We also forced their hand by cutting off their oil supplies and steel which they needed for their war in China (which we only cared about because we didn't want them to challenge our (US and UK) dominance of the Pacific. With the resources and populations of China in their grip Japan would eventually destroy the British Empire in the east and threaten US economic control. (just imagine now if China, Japan, Eastern Russia, a united Korea, indonesia, australia, the pacific islands, and indochina were all united as one country, the economic might would be unreal.)

Obviously Japan was going to be forced to declare war with an embargo in place. Cuba and Russia would have too had they not been staring down a nuclear war. If America was told that China was shutting off all trade with us indefinitely and negotiations failed we'd probably attack them to force them to trade with us/ take their shit.

Self interest. But on point, America started world war 2, Japan did declare war, but due to an error in timing the attack came a few hours before the message was sent. It wasn't even a sneak attack let alone an illegal war.
