If you're using Apache;
To block certain ip address from accessing your website, just create a file with name .htaccess at your root directory with the content below:-
order allow,deny
deny from 192.168.0.1
allow from all

I forget.. if you block an IP address, could that block other people in the nearby area from using the forum too? For example, if Charles Jones was using the computer at his library, and he got blocked from the forum, then I assume that everybody who uses a computer at that library would be blocked too, and possibly people that live near the library also?
You can block whole countries if you really want to

it work will have to see if this users try to register (more than likely if they do they'll do so under a another name)
It depends.
If you just blocked one address- the library- then everyone connecting from the library would be blocked.
If you blocked a range of addresses then you would take out a whole area.
Because people's home IP's are always changing, you would have to block a range of addresses to stop someone from connecting from home.
And even then, they could get around the block if they use a proxy.
