Hip-hop isn't necessarily dead but the 90's sure as fuck are and unfortunately that was when the majority of rap music bein made was easily some of the realest/rawest most creative and original music that ever was. Hip hop is dead because people are stupid enough to believe it is. There have been bad rappers and artists since day one, it is not like it is something new.
