because they are two different things. rap is one of four elements that comprise hip hop. think of hip hop as an umbrella, and rap is one element that falls under that umbrella. like catholicism and christianity

Hip hop is a culture and rap is a mechanism within that culture. Hip hop has elements, and rap is one of those elements. There is no comparison. Rapping, or to rap is a verb. Hip hop is a noun that encompasses much more than simply music. Breakdancing, B-Boying, DJ'ing, and graffiti are also a part of hip-hop.
