A law/act was passed in 2001, where the govt doesnt have to release any information, on tests carried out on its citizens.. ( even tho that was law regardless,. as once you fill in a birth reg, you are now property of the corporation that holds said certificates)

A BILL
To preserve the cooperative, peaceful uses of space for the benefit of all humankind by permanently prohibiting the basing of weapons in space by the United States, and to require the President to take action to adopt and implement a world treaty banning space-based weapons.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.

This Act may be cited as the `Space Preservation Act of 2001'.
SEC. 2. REAFFIRMATION OF POLICY ON THE PRESERVATION OF PEACE IN SPACE.

Congress reaffirms the policy expressed in section 102(a) of the National Aeronautics and Space Act of 1958 (42 U.S.C. 2451(a)), stating that it `is the policy of the United States that activities in space should be devoted to peaceful purposes for the benefit of all mankind.'.
SEC. 3. PERMANENT BAN ON BASING OF WEAPONS IN SPACE.

The President shall--
(1) implement a permanent ban on space-based weapons of the United States and remove from space any existing space-based weapons of the United States; and
(2) immediately order the permanent termination of research and development, testing, manufacturing, production, and deployment of all space-based weapons of the United States and their components.
SEC. 4. WORLD AGREEMENT BANNING SPACE-BASED WEAPONS.

The President shall direct the United States representatives to the United Nations and other international organizations to immediately work toward negotiating, adopting, and implementing a world agreement banning space-based weapons.
SEC. 5. REPORT.

The President shall submit to Congress not later than 90 days after the date of the enactment of this Act, and every 90 days thereafter, a report on--
(1) the implementation of the permanent ban on space-based weapons required by section 3; and
(2) progress toward negotiating, adopting, and implementing the agreement described in section 4.
SEC. 6. NON SPACE-BASED WEAPONS ACTIVITIES.

Nothing in this Act may be construed as prohibiting the use of funds for--
(1) space exploration;
(2) space research and development;
(3) testing, manufacturing, or production that is not related to space-based weapons or systems; or
(4) civil, commercial, or defense activities (including communications, navigation, surveillance, reconnaissance, early warning, or remote sensing) that are not related to space-based weapons or systems.
SEC. 7. DEFINITIONS.

In this Act:
(1) The term `space' means all space extending upward from an altitude greater than 60 kilometers above the surface of the earth and any celestial body in such space.
(2)(A) The terms `weapon' and `weapons system' mean a device capable of any of the following:
(i) Damaging or destroying an object (whether in outer space, in the atmosphere, or on earth) by--
(I) firing one or more projectiles to collide with that object;
(II) detonating one or more explosive devices in close proximity to that object;
(III) directing a source of energy (including molecular or atomic energy, subatomic particle beams, electromagnetic radiation, plasma, or extremely low frequency (ELF) or ultra low frequency (ULF) energy radiation) against that object; or
(IV) any other unacknowledged or as yet undeveloped means.
(ii) Inflicting death or injury on, or damaging or destroying, a person (or the biological life, bodily health, mental health, or physical and economic well-being of a person)--
(I) through the use of any of the means described in clause (i) or subparagraph (B);
(II) through the use of land-based, sea-based, or space-based systems using radiation, electromagnetic, psychotronic, sonic, laser, or other energies directed at individual persons or targeted populations for the purpose of information war, mood management, or mind control of such persons or populations; or
(III) by expelling chemical or biological agents in the vicinity of a person.
(B) Such terms include exotic weapons systems such as--
(i) electronic, psychotronic, or information weapons;
(ii) chemtrails;
(iii) high altitude ultra low frequency weapons systems;
(iv) plasma, electromagnetic, sonic, or ultrasonic weapons;
(v) laser weapons systems;
(vi) strategic, theater, tactical, or extraterrestrial weapons; and
(vii) chemical, biological, environmental, climate, or tectonic weapons.
(C) The term `exotic weapons systems' includes weapons designed to damage space or natural ecosystems (such as the ionosphere and upper atmosphere) or climate, weather, and tectonic systems with the purpose of inducing damage or destruction upon a target population or region on earth or in space.

SEC. 1078. RESTRICTIONS ON THE USE OF HUMAN SUBJECTS FOR
TESTING OF CHEMICAL OR BIOLOGICAL AGENTS.
(a) PROHIBITED ACTIVITIES.—The Secretary of Defense may not
conduct (directly or by contract)—
(1) any test or experiment involving the use of a chemical
agent or biological agent on a civilian population; or
(2) any other testing of a chemical agent or biological
agent on human subjects.
(b) EXCEPTIONS.—Subject to subsections (c), (d), and (e), the
prohibition in subsection (a) does not apply to a test or experiment
carried out for any of the following purposes:
(1) Any peaceful purpose that is related to a medical,
therapeutic, pharmaceutical, agricultural, industrial, or
research activity.
(2) Any purpose that is directly related to protection against
toxic chemicals or biological weapons and agents.
(3) Any law enforcement purpose, including any purpose
related to riot control.
(c) INFORMED CONSENT REQUIRED.—The Secretary of Defense
may conduct a test or experiment described in subsection (b) only
if informed consent to the testing was obtained from each human
subject in advance of the testing on that subject.
(d) PRIOR NOTICE TO CONGRESS.—Not later than 30 days after
the date of final approval within the Department of Defense of
plans for any experiment or study to be conducted by the Department of Defense (whether directly or under contract) involving
the use of human subjects for the testing of a chemical agent
or a biological agent, the Secretary of Defense shall submit to
the Committee on Armed Services of the Senate and the Committee
on National Security of the House of Representatives a report
setting forth a full accounting of those plans, and the experiment
or study may then be conducted only after the end of the 30-
day period beginning on the date such report is received by those
committees.
(e) BIOLOGICAL AGENT DEFINED.—In this section, the term
‘‘biological agent’’ means any micro-organism (including bacteria,
viruses, fungi, rickettsiac, or protozoa), pathogen, or infectious substance, and any naturally occurring, bioengineered, or synthesized
component of any such micro-organism, pathogen, or infectious substance, whatever its origin or method of production, that is capable
of causing—
(1) death, disease, or other biological malfunction in a
human, an animal, a plant, or another living organism;
(2) deterioration of food, water, equipment, supplies, or
materials of any kind; or
(3) deleterious alteration of the environment.
(f) REPORT AND CERTIFICATION.—Section 1703(b) of the National
Defense Authorization Act for Fiscal Year 1994 (50 U.S.C. 1523(b))
is amended by adding at the end the following new paragraph:
‘‘(9) A description of any program involving the testing
of biological or chemical agents on human subjects that was
carried out by the Department of Defense during the period
covered by the report, together with—
‘‘(A) a detailed justification for the testing;
‘‘(B) a detailed explanation of the purposes of the
testing;
‘‘(C) a description of each chemical or biological agent
tested; and
‘‘(D) the Secretary’s certification that informed consent
to the testing was obtained from each human subject in
advance of the testing on that subject.’’.
(g) REPEAL OF SUPERSEDED PROVISION OF LAW.—Section 808
of the Department of Defense Appropriation Authorization Act,
1978 (50 U.S.C. 1520), is repealed.

this law repelled the law of 1978, to add consent of the subject, witch is ethical, you can test biological weapons as long as the subject gives consent. how ever i do not see a retro active clause in their so any test done with out consent before 1978 is legal.

once again if you have any evidence to prove this are going on the government is asking you to sue them

theirs more than enough evidence,. from mainstream news storys, that keep coming out regarding spraying with planes,.again evidence is their that shows.. contrails can last no longer than 15-20 mins?
i seen enough videos..(aswell as through my own windows/garden) where those 'con-trails' have defied the law of contrails and been their hours.. sometimes even changing/forming structures(into clouds)

what you talking about with the com trails is plains seeding the atmosphere to produce rain this is illegal in 20+ states here, do to substantial evidence of cause of acid rain. its one of the EPA regs that i approve of.
