By far Method Man. And I agree with what has already been said: one of the best flows in hiphop. The reason I like Meth's verses so much is mostly because of his flow.

raekwon from ironman-immobilarity had the best flow in hip-hop imo. Ghost was always a better mc but rae flow is the smoothest most on beat shit ive ever heard during that time period. After rae id have to admit that meths ability to change flow styles 2-3 times in the same song is very impressive but i just feel like meth spits alot of bullshit lazy lyrics a lot of times.
