For me Ye would AT LEAST be top 15. The man's discography speaks for itself.
Personally I think Ye's recent sporadic behavior (Jimmy Kimmel, Zane Lowe, Paparazzis, etc) is going to climax with some huge event. Whether it's a career ending injury/overdoes, incarceration, or the greatest hip hop album of the last 20 years, Ye's gonna make SOMETHING happen.

Yeah hes a scumbag, he always was.
I've said it before but the fact that hes a human train wreck is what makes his rhymes entertaining. Its all opinion, to me his music is consistently more interesting and ambitious than most other rappers. Sure he could churn out soul beats all the time but theres enough boring individuals with no imagination doing that. Listen to them instead.
