Premier out of the water. There's a whole different emotion and style to each 36C, LS, OB4CL, Ironman and Forever that DJ Premier can never reach.

Neither of them have really made a lot of great music post 2000. RZA failed a lot by always experimenting and Premier failed a lot by never experimenting. They both are exceptional producers but I think RZAs legacy and creativity is really unrivalled.
The beat for 'Ice Cream' alone is better than anything Premier ever did.

His beats aren't better than Premier's beats and who cares that Premier does the same beats over and over. His beats is what made him successful and that's why a lot of New York rappers wanna work with him and some rappers from other cities wanna work with him like Royce Da 5'9 and MC Eiht.
RZA makes movie soundtracks and scores, DJ Premier is working with MC Eiht lol nuff said. DJ Premier isn't even one of the best doing it right now
