Marteria has some dope beats on his last album I thought would've fit Sean Price. Let me check if I can find them.
Check Klaus Layer out of Germany, he got a ton of solid tracks. Here are a couple to see if you interested.
Oh yeah can't forget about Klaus Layer aka Captain Crook.
I hope he can get some more features on high profile records. He might be too old school for many though.

The UK has dropped a lot of hard beats. Endemic has put out some solid beats.
IAM (they did few songs with the Wu) have had the best production ever since early '90's.
Not sure if he's still making beats but Semantix is dope
