    most people have mspaint, so i'll explain it with that.

    So open up your image in mspaint (for windows, if you cant find it go to Start Menu>Run>and type in "mspaint">enter)

    then in the toolbar on the top, go to Image

    Under Image, select Attributes

    you can edit the size in pixels, centimeters, or inches. i use pixels. so let's say you want a sig to fit WTC guidelines, just select pixels and make the width 500 and height 200.

    ok, EASIEST WAY:

    microsoft image resizer (Free, less than 1 mb)

    you just need to right-click the pic-file and choose resize!

    go to paint

    paste the picture

    image stretch/skew

    type in some numbers
