I doubt many vaticans will vouch you just for nothing.

So yeah the group isnt the military so not everyone can just join.

It is exclusive and it is capped at 100 members (it has 100 now including the mods since mods are vaticans too) so when someone gets vouched in, there also needs to be someone vouched to get a vatican ousted.
