In the beginning a few days after we got rep points back vets were going to be able. However they werent going to be able to give as much as vatican members i.e. less people in 24 hours and slightly lower rep power than a vatican of the same stats.
I don't know what happened to the plan. Perhaps the VB structure is complicated, Tomb forgot, or is planning on doing it in a future update.
