    i figured it out its cause HAQ doesnt have any "rep power" so he cant actually give rep

    Yeah, it's neutral.

    But i'm confused also, i thought it meant they had negative rep, and therefore could only give neutral rep (because Vahacris has hit me with it once or twice).

    Does HAQ have any rep power?
