Stupid question

beginner to photoshop cs3 but I dont understand why i cant resize an image, i got 2 layers in which im trying to put a head on a different body.
but the 2nd layer (head) is too big and i need to size it down to make it look right on the 1st layer, how do I do this?

ctrl+t

to shrink it without the image warping (being too flat or too thin), hold down shift.
