How do they know these party goers are gang members?

They know, because its a CRIPS HOOD DAY CELEBRATION.
Being arrested is part of the consequences of being in the wrong place at the wrong time.

You make a good point. But the civil rights of individuals are violated if they haven't actually committed a crime when they are arrested.

Bottom line is two pronged. The first is that you need a permit to have a crips day parade with charlie brown and black jesus blimp floats.

Second, people get nervous of PROBABLE criminal activities when they are enmass. Think of the old white bitches with the dogs that fit in their purse. Personally I don't give a flying fuck about those old bitches with attitudes, but they have money and ALLLWAYS try to influence government servants/officials to cater to their grievances.

I say, if they haven't committed a crime, just leave them the fuck alone.
