The king does not have to make much moves in the opening and middle game cuz the other pieces are being played.
It is usually in the end game that the king has mobility and makes moves.
Take a look at the bigger picture.

ya the king really has limited capabilities in the game...it's more like a handicap really, because one of your objectives is to make sure he's protected
