i know what is needed to BE REPEd but exact question is what is needed for you to start rep/neg rep people, cause i sure got more rep's than neg rep's but probably ain't here long enough...

...for i while i been able to neg rep... why has that privelage been taken away. not that i ever used it (even in times of Lacey) but the option to have it was nice
