He refering to the ice skating manuvoure of skating in a figure of 8 or an infinity symbol. If they do it twice then it should equal a 16 (2x8= 16) and then he refernces the 16 bars (of uncut or "raw" lyricism) hes dropping.
Basically unskilled or wack emcees just drop to half ass verses (2 8's) instead a full blow dope verse (a full 16 bars) or perhaps repeat themselves (8's twice) to full the verse.
Thus still proving that he is the best lyricist ever.
