In Ontario it's bad like that too. I sometimes need to pass someone on the right. When driving to Montreal you can tell whos a Quebec driver before seeing the plate because they will actually get over on the right when you start getting close.
Its no law here but just courtesy to stay over. Also there is no law here that you cant make a right hand turn on a red light, only other places Ive been where you cant is Quebec and New York.

This doesn't happen to me often, but when it does, I just try to honk as gently as possible. I don't go all apeshit and let my blood pressure rise over some petty shit. Usually, after letting the person in front of me know, they move over to the right lane. I can't imagine anyone purposely trying to upset me.

Haha, i always tend to think people do it to annoy me or are just completely hopeless and have no idea what driving really is. I like to drive up real close to those people, use my big lights and move a little from left to right. Old people get scared by that..which is great.

you have a double negative in that sentence. are you saying it is or is not illegal to turn right on red in new york? i've done that before in nyc. i never knew it was illegal.
also, a little known law that few people know, if you are on a one way street, you can turn left on red onto another one way street. (atleast in PA you can)
