Wu, the plan totally makes sense. Since the 70's and maybe even before, it was said there was talk of reducing the population of 'useless eaters'. Strange 'diseases' were said to appear. Some people were said to have died of these diseases. Wars happened where illegal substances were tested, etc.

Anyway, it seems those plans were not effectively bringing the population down fast enough. They seem to be desperate now.

The thing with war and disease and things are that it is very hard to manage and produce the intended results. Many things could happen to set it back.
