I think it's a big difference. I'd say about all the famous producers I know use samples. I can't even think of classic producer that doesn't rely on samples.

everyone in music 'borrows' from other music
hip hop is just the style, its all about samples
only cats i can think of are: Neptunes, Timbaland, Swizz Beatz
and they dont usually use samples, but they do occasionally
I prefer sample based production than that new age synthesized shit, some of it is ok but I don't feel 90% of it.

Dr. Dre - hasnt used samples since he made like 98-99
Swizz Beatz - i cant remember ever using a sample
DJ Paul & Juicy J - Rarely use samples
