An 18-year-old man has been charged with giving a 3-year-old a marijuana cigarette but because of a plea deal, the man only received probation.
In December, Filipe Garcia was charged with felony child abuse after investigators said Garcia and his friends videotaped the child smoking marijuana and cigarettes while they were baby-sitting.
But a plea deal has changed that charge to a misdemeanor.
River Rouge police said they are concerned with the plea deal and there is major concern over the safety of the child.
"How's that child going to grow up? Will he grow up smoking anything? It's gonna be tough," said Police Chief Robert Alderman.
With the plea deal, Garcia was sentenced to six months probation.
Wayne County prosecutor's office spokeswoman Maria Miller says authorities could not prove beyond a reasonable doubt that the substance was marijuana so the child abuse charge was dropped.
