Those producers/artists are not as famous and big as a Wu-Tang Clan release so they risk it and dont clear. Usually, copyright holders will only come for the big bucks guys, that's worth suing for. Dont nobody care about the samples on my album for example, but they would on a Wu-Tang Clan album ofcourse.
