of course I admit there are no easy solutions. are the police and army underfunded? is there too much corruption? do they need more prisons? IDK. but personally I wouldn't introduce the right to bear arms to civilians looking at how countries like the US have difficulties with some civilians going haywire. it's like Ecuador is about to introduce a whole new set of problems in the mid to long term

i would think at most places it would younger than 25. what if you were living at a hell hole like chicago, you shouldn't be allowed to protect yourself?
