Some people think it's foolish to give money without expecting it in return but I beg the differ. If a family member or friend ask me for cash(if I have it), I'd give it to them without judgement nor a bombardment of questions.

Loaning money isn't my thing. People usual don't pay you back, they avoid you and it screws up friendships. To me, it's better to just give the individual the money as a gift. Just don't allow people to take advantage your kindness.
